1. Senior Human Resource Officer

Position: Senior Human Resource Officer
Division: Human Resources Division
Location: Nuku'alofa
Reports to: Chief Executive Officer
Level: 4
Salary: $31,122 - $43,092

Job Purpose:
The Fund operates on the basis of defined contributions collecting compulsory and voluntary contributions from employers and employees towards their retirement. The Senior Human Resource Officer is responsible for planning, organizing, leading, controlling and reporting on all areas of human resources which include staff recruitment, development, counselling, dismissal and other functions applicable to the Fund.

Accountabilities / Outcomes:

Planning:

  • To assist the CEO and the Executives in the resource planning process and to ensure these are reflected in the Fund's Corporate Plan and the Operational Work Plan.
  • To produce plans for staff recruitment from the Annual Staff Proposal and after consultation with the CEO.
  • To produce plans for staff training after consultation with the CEO and the Executives.

Organizing:

  • To actively organize the recruitment and dismissal process of staff when required, including setting meetings with the CEO and the Executives.
  • To ensure job-descriptions, staff orientation checklists as well as personal files (PF) of staff are regularly updated and maintained.
  • To ensure the Performance Measurement System (PMS) information are complete, signed and are filed appropriately.
  • To ensure smooth dissemination of information on NRBF job vacancies to the media for press releases.

Leading:

  • To be the Secretariat to all meetings called for human resources related matters.
  • To initiate the recruitment process when required and ensure the whole recruitment process is well planned and executed.
  • To organize and facilitate staff training after consultation with the CEO and Divisional Managers.
  • To actively communicate all Fund Policies related to Human Resource Management to all staff and ensure adherence.
  • To ensure an up-to-date NRBF Staff Structure is maintained.

Controlling:

  • To assist the CEO in enforcing adherence to the Human Resource Management (HRM) Policy and other policies of Fund that are related to HRM. These policies include Personnel and Administrative Policy, Code of Conduct, Senior Officers Succession Policy and Occupational Health and Safety Policy.
  • To properly maintain staff records pertaining to attendance, leave and others on a daily/weekly/monthly basis according to the HRM Policy and to report on the afore-mentioned to the CEO on a timely basis as well (daily/weekly/monthly and annually).
  • To support the development and implementation of HR Initiatives and Systems.
  • To provide counselling on policies and procedures
  • To assist in monitoring of staff performance including providing relevant information to the Head of Divisions (HODs) to aid in the PMS process.
  • To support the management and disciplinary and grievance issues.
  • To co-ordinate the production of Annual Report, Corporate, Business and Work Plan
  • To carry out any other duties as may be directed by the CEO.

Skills / Abilities:

  • Sound computer literacy;
  • Good communication (oral and in writing in both English and Tongan) and presentation skills;
  • Good problem-solving skills and initiative;
  • Strong attention to details;
  • Good negotiation skills and the ability to influence others;

Qualifications / Experience:

  • Bachelor degree (or higher) in Human Resource Management or related fields (from a TNQAB accredited tertiary institution)
  • 3 Years (or more) of working experience in Human Resource Management.

2. Compliance Officer G3

Position: Compliance Officer G3
Division: Finance and Social Welfare Scheme
Location: Nuku'alofa
Reports to:       Finance Manager
Level: 8
Salary: $13,282.50 - $16,170.00

Job Purpose:
The Fund operates on the basis of defined contributions collecting compulsory and voluntary contributions from employers and employees towards their retirement. The purpose of this role is to assist the Accountant and Finance Manager in ensuring that payments of elderly members in the Social Welfare Scheme are accurately recorded and reported within reasonable time.

Accountabilities / Outcomes:

  • Process registration of elderly members;
  • Update elderly member status;
  • Update each elderly member's accounts daily;
  • Ensures that all monthly payouts of elderly members' payroll are properly and completely disbursed on a timely basis;
  • Distribute the Toka member's payment;
  • Site visit to members' that have carer's dispute and need help;
  • Prepares vouchers for late claim and travelling members;
  • Prepares daily payment reports;
  • Ensures that all monthly payouts of elderly members are properly and completely updated into the Fund Management System (FMS);
  • Prepares monthly cash payroll and late claim vouchers for the outer islands;
  • Reconciliation and process of BSP and ANZ Bank disk pay for direct deposit payment;
  • Prepare membership monthly reports for SWS;
  • Responsible for proper registration, recording, updating and filing of elderly member's records; and
  • Carry out any other duties assigned by the Chief Executive Officer and Finance Manager.

Skills / Abilities:

Qualifications / Experience:

  • Diploma level 5/6 of the TNQAB in Accounting, Finance, Economics or other relevant field;
  • Certificate level 4 plus 2 years relevant working experience;
  • Form 7 or equivalent of Certificate level 3 plus 4 years relevant working experience.

3. System Analyst Grade 3

Position: System Analyst Grade 3
Division: ICT Division
Location: Nuku'alofa
Reports to: ICT Manager
Level: 8
Salary: $13,282.50 - $16,170.00

Job Purpose:
The Fund operates on the basis of defined contributions collecting compulsory and voluntary contributions from employers and employees towards their retirement. The System Analyst will assist the ICT Division by supporting software development, providing hardware and software support, and managing office applications. This role involves evaluating current systems, gathering user requirements, and ensuring systems operate effectively and efficiently.

Accountabilities / Outcomes:

  • Assist in analysing and evaluating existing systems and processes.
  • Support the design, implementation, and testing of new systems and improvements to existing systems.
  • Provide technical support for hardware and software issues, ensuring timely resolution.
  • Install, configure, and maintain computer hardware, software, and networks.
  • Assist in the development and maintenance of custom software applications.
  • Provide support for office applications, including troubleshooting and user training.
  • Document system requirements and specifications by working closely with end-users and stakeholders.
  • Maintain and update technical documentation, including system configurations and operational procedures.
  • Conduct training sessions for end-users on new systems, software updates, and office applications.
  • Ensure compliance with data protection regulations and IT security policies.
  • Collaborate with IT staff to ensure seamless integration and deployment of systems.

Skills / Abilities:

  • Basic understanding of system analysis and design methodologies.
  • Experience with software development tools and environments.
  • Knowledge of computer hardware components and network configurations.
  • Proficiency in using and supporting various operating systems (e.g., Windows, Linux).
  • Familiarity with cybersecurity principles and best practices.
  • Strong organizational skills and the ability to manage multiple tasks effectively.

Qualifications / Experience:

  • Diploma in Information Technology or related field.
  • Minimum of 1-2 years of experience in a technical support or system analysis role.
  • Basic knowledge of software development and programming languages (e.g., Java, C++, Python).
  • Experience with hardware and software troubleshooting.
  • Proficiency in using and supporting office applications (e.g., Microsoft Office Suite).
  • Strong problem-solving skills and attention to detail.
  • Good communication and interpersonal skills.
  • Ability to work independently and as part of a team.
