REQUEST FOR EXPRESSION OF INTEREST:

INDIVIDUAL CONSULTING SERVICES

The Ministry of Education and Training has received financing from the World Bank toward the cost of Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

Recruitment of Project Accountant

  1. At least Bachelor’s in Accounting, Finance, Public, Business Administration or related fields.
  2. Experience with the WB, donors, public funded projects in Finance or Accounting
  3. Demonstrated experience in developing countries and similar assignments in the region, particularly working in Tonga
  4. At least 5 years’ broad experience with donor or public funded projects in accounting including evidence of similar hands-on work
  5. Demonstrated ability to train and build capacity of others in the team
  6. Fluency in English and demonstrated ability to be able to write and present succinct reports which clearly articulate identified issues
  7. Excellent computer skills especially in Words, Excel, Access etc, and ability to generate reports, graphs and analysis
  8. Demonstrated ability to work well with diverse team and various levels of government
  9. A knowledge of the relevant Tongan Legislations for FM would be an advantage
  10. Completion of the World Bank or any professional training modules related to FM, CM & Procurement.
  11. Any other relevant areas of expertise

Contract Manager

  1. Qualification in Contract/Project Management, Construction Management, Engineer, or related field from a recognized university.
  2. A qualification in law will be an advantage but not required
  3. Experience with the WB, donors, public funded projects in physical infrastructure and building context and works in contract management
  4. Demonstrated experience in developing countries and similar assignments in the region, particularly working in Tonga
  5. Proven experience in managing contract works with contractors and consultants at international and national level
  6. Demonstrated ability to train and build capacity of others in the team
  7. Fluency in English and demonstrated ability to be able to write and present succinct reports which clearly articulate identified issues
  8. Excellent computer skills especially in Words, Excel, Access etc, and ability to generate reports, graphs and analysis
  9. Demonstrated ability to work well with diverse team and various levels of government.
  10. A knowledge of the relevant Tongan Legislations for contract management
  11. Completion of the World Bank or any professional training modules related to FM, CM & Procurement
  12. Any other relevant areas of expertise.

Recruitment of Procurement Officer (Second)

  1. At least Bachelor’s degree in Engineering/Finance/Law/Economics/Business or Diploma in Procurement and Supply or equivalent from recognized institution like Chartered Institute of Purchasing and Supply (CIPS)
  2. Member of a Procurement Professional Body like CIPS etc. will be an asset Experience with the WB, donors, public funded projects in Procurement
  3. Demonstrated experience in developing countries and similar assignments in the region, particularly working in Tonga.
  4. At least 5 years’ broad experience with donor or public funded projects in procurement including evidence of similar hands-on work.
  5. Procurement: working knowledge in preparing technical specifications and technical evaluation in procurement will be an advantage
  6. Experience in a donor funded project or organization will be an added advantage
  7. Completion of the World Bank or any professional training would be an advantage
  8. Any other relevant areas of expertise.

Environment and Social Safeguards Officer 2

  1. A bachelor’s degree from a tertiary institution in a relevant discipline such as, social sciences environmental or similar disciplines. Or Diploma level with minimum 7 years of working experience in managing environmental, social safeguards, health, and safety risks, as evidenced in the CV.
  2. A minimum of 3 years of professional experience in managing environmental, social safeguards, health, and safety risks, as evidenced in the CV

Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:

  1. Cover letter stating your interest and responding to the selection criteria (maximum 2 pages)
  2. Resume and Supporting Documents to demonstrate that you meet the minimum The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
