Functional Relationships with: Country Manager, International Programs Director, Director for Knowledge & Learning, Food Systems Program Manager, Food Technical Advisor, Board Members and Live and Learn Tonga Team
Salary Band: 40,000 – 45,000 TOP

POSITION OVERVIEW
We are seeking an experienced and enthusiastic HR Senior Coordinator and Communication Manager to join our team. As the HR Senior Coordinator and Communication Manager, you will report directly to the Country Manager and work closely with all teams and programs across schools & communities in Tongatapu including the outer islands.
The HR Senior Coordinator and Communication Manager will engage with and develop meaningful relationships with teams within Live and Learn Tonga to facilitate effective HR technical support, HR policies & compliance, performance management and evaluation, recruitment process, capacity development, staff administration, visibility and communication amongst other deliverables. It is therefore essential that you demonstrate flexibility, exercise cultural and political sensitivity, have outstanding relationship-building skills, and possess the ability to develop and implement creative solutions in collaboration with the country teams and the network support office in a complex operational environment.
ROLES AND RESPONSIBILITIES:
1. HR and Communication Duties

A. Human Resources Administration
- Maintain accurate and confidential staff records, contracts, and personnel files.
- Prepare employment contracts, contract renewals, and amendments.
- Ensure compliance with relevant national regulations & legislation (where applicable), and organisational policies.
- Manage staff attendance, leave records, and staff administration matters.
B. Recruitment and Selection
- Coordinate recruitment processes in line with donor and organisational procedures.
- Prepare job descriptions, advertisements, shortlists, and interview documentation.
- Support transparent, merit-based, and gender-inclusive recruitment processes.
- Facilitate onboarding and induction of new staff.
C. Performance Management
- Support implementation and design of performance appraisal systems
- Monitor probation periods and contract milestones.
- Advise managers on performance improvement and disciplinary processes.
- Make recommendation on staff performance evaluation.
D. Capacity Development
- Identify staff training and compliance with organizational policies.
- Coordinate training, workshops, and professional development activities.
- Maintain staff training records.
E. Policy and Compliance
- Support development, review, and implementation of HR policies and procedures.
- Ensure compliance with donor requirements (e.g. EU, GCF, DFAT, UN)
- Train and Promote workplace health and safety, safeguarding, and codes of conduct.
F. Employee Relations
- Act as a focal point for staff HR queries, concerns and support.
- Support and develop conflict resolution and grievance handling.
- Design and promote a respectful, inclusive, and culturally appropriate work environment.
G. Visibility and Communication
- Manage the visibility action of all programs according to donors’ requirements and ensure materials and content are properly and correctly documented on Live and Learn website and social media.
H. Reporting and Coordination
- Prepare HR reports for management and donors as required
- Coordinate closely with Finance on payroll and staff entitlements.
- Support audits and evaluations related to human resources.
2. Deliverables
Updated and compliant HR records and personnel files • Recruitment and onboarding documentation including induction training • Performance appraisal records, recommendation and appraisal report • Review and update HR policies and procedures (as required) • Regular HR reports to management
3. Required Qualifications and Experience
Education
- Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or related field
- Postgraduate qualification is an advantage
Experience
- Minimum [3–5] years’ experience in human resources management and communication
- Experience working in Tonga or the Pacific region preferred.
- Experience people skills with exceptional conflict management skill are highly desirable. • Experience with donor-funded projects (EU, GCF, DFAT, UN) is an asset.
Skills and Competencies
- Strong knowledge of Tongan labour laws and employment practices
- Excellent organisational and record-keeping skills • High level of confidentiality and professionalism
- Strong communication and interpersonal skills
- Proficiency in MS Office applications
- Ability to work independently and in a multicultural environment. Language Requirements
- Fluency in English (written and spoken)
- Knowledge of Tongan language and culture is highly desirable.

EMPLOYMENT CONDITIONS
- This is a Full-Time position with flexible work practices available, where appropriate.
- Compliance with Live & Learn Code of Conduct, Child Protection and Safeguarding, Counter-Terrorism, Anti-Fraud and Money Laundering, and all other project and organisational policies.
- Travel both locally and internationally based on project needs.
- Mandatory COVID-19 vaccinations.
- Satisfactory Police, Working with Children, and Terrorism checks are required for all staff working within Live & Learn.
