1. CENTRE DIRECTOR

Location: Nuku’alofa
Duration: 4 Months, with the possibility of an extension up to a year.
Supervisor: TNCWC Advisory Board
Salary: Gross Salary of $50,000 (TOP) per annum

Program Summary

The Tonga National Centre for Women and Children Incorporated (TNCWC) is the successor of the "The Centre for Women and Children" founded by Tonga Catholics Women League (Fekau'aki 'a Fafine Katolika) in 1995, a crisis Centre for Women and Children experiencing domestic violence. The Center is non-partisan and a-political. It shall promote its objectives without distinction as to race, language or religion, additionally over the years it has expanded into a multi-denominational center governed by the TNCWC Advisory Board.

It provides a range of essential services, including counseling, advocacy, and community education aimed at preventing violence and empowering survivors.TNCWC also leads programs focused on Women’s Economic Empowerment (WEE), helping women to access job opportunities, financial services, business development support, and relevant training. These initiatives work in tandem with the Centre’s core Eliminating Violence against Women and Girls (EVAWG) programs, creating a holistic approach to supporting women’s rights and well-being in Tonga.

Key Responsibilities

Management and Organizational Development:

  • Develop/Review and Update TNCWC Strategic Plan, Annual Action Plan and Implementation Plan
  • Develop/Review and Update TNCWC Organisation Structure and align to current Strategic Plan
  • Need to be familiar with GESDI, SDP and FPA
  • Need to provide monthly tracking data on Centre performance against FPA and SDP
  • Develop policies that promotes the protection of Women and Children
  • Management of the TNCWC operations, programs and services
  • Coordinator referral activity that maximizes clients safety and protection as per SDP stipulations
  • Strategic leadership of the organization, including identifying opportunities and areas of improvement
  • Overall management of TNCWC staff performance and deliverables
  • Implementation, monitoring and reporting of the TNCWC Strategic and Implementation Plans
  • Stakeholder engagement, management and liaison, including with government, community,

Faith-based, donors, and other relevant parties, including:

  1. represent TNCWC (or delegate other appropriate TNCWC staff) at national, regional and international forums focused on WEE, Gender-Based Violence (GBV) and EVAW
  2. liaison with Government and non-government organisation (NGO) partners and other relevant stakeholders
  3. liaison with local communities and organization’s across Tonga
  • Working closely with technical specialists and consultants, to establish organizational development, operational and learning objectives
  • Planning, initiating and maintaining quality productivity and service standards for service provision and care of clients/ survivors
  • Accurate and timely monitoring and reporting of all TNCWC activities

Financial and Operations Management:

  • Identify organizational risks and implement mitigation and risk management strategies, including for staff and client safety
  • Be responsible for securing funding for TNCWC’s activities and staff salaries
  • Provide oversight in the;
    • Preparation and monitoring of annual budgets and project document budgets
    • Ensure accurate tracking of expenditure and provision of regular financial reports on an organisation and project/ activity basis
    • Acquisition and maintenance of the office rental space and equipment, including necessary procurements
  • Participation in (and/or facilitate organisation of) GBV Taskforce meetings, Case Management Committees, National Steering Committee meetings and necessary reporting
  • Oversee development and implementation of the Communications Strategy and media liaison
  • Lead the development of project documentation/ proposals and submit to TNCWC Advisory for final approval before submission to the respective donor
  • Regular meetings and progress reporting to TNCWC implementing partners, including DFAT, and other international partners

Monitoring and Evaluation:

  • Develop and maintain a results-based Monitoring, Evaluation, Accountability and Learning (MEAL) framework
  • Analyze programmatic and organizational data to inform planning, assess progress, and report to the Board and key stakeholders
  • Ensure collection and analysis of gender-disaggregated data and case trends to inform evidence-based programming
  • Promote a learning culture through after-action reviews, reflection sessions, and integration of lessons into planning

Staff Management/Employee/Recruitment:

  • Ensure all staff contracts are valid, review/updated and maintain Employee Records/Personal Files
  • Ensure that staff TOR’s reflect the changing nature of GBV work including Performance Based system to reward staff or any bonus system to sustain commitment and interest
  • Oversee recruitment, training and supervision of TNCWC staff including training of newly hired staff on their role and responsibilities and completion of annual written evaluations in accordance with the TNCWC’s HR policies
  • Staff performance management, including organisation and quality assurance of technical capacity building and mentoring for all TNCWC staff
    1. Develop KPI’s for all staff to assist with the performance appraisals
    2. Be a mentor for all staff and ensure they have access to capacity building opportunities where relevant and with the availability of funds
  • Update and maintain Employee Records/Personal files including staff current contracts aligned to policies and procedures developed by the TNCWC

Service Provision:

  • Monitor the counseling, psycho-social and other service interventions with clients that are provided by counselors
  • Monitor the Economic Empowerment Project
  • Ensure staff and client safety within and outside of TNCWC
  • Must be prepared to comply with other job requirement duties that may arise

Reporting:

  • Centre Director will report directly to the TNCWC Advisory Board.

Key Deliverables for the first 4-6 months

The Centre Director will be responsible for delivering the following:

  1. Conduct Capacity Building for Staff on their JD’s/Contract & TNCWC Policies
  2. Conduct Board Induction/retreat that will include reviewing all of TNCWC Policies
  3. Work with Board and Staff on Drafting of the Centre’s Strategic/Action Plan for the next Five Years
  4. Submission of Final Draft Strategic Plan and Implementation Plans to the Board
  5. Review and Update Staff TOR to reflect the changing nature of GBV work including Performance Based System to reward staff or any bonus system to sustain commitment and interest
  6. Conduct Staff Performance Appraisals and submit to Board
  7. Secure Funding for the Centre activities and Staff salaries
  8. Present to TNCWC Advisory Board all required reports as outlined in the Constitution where relevant.

Qualifications and Experience:

  • Master’s Degree in a relevant field (e.g. Social Sciences, Development, Gender Sociology, Psychology)
  • Demonstrated strong leadership and management skills
  • Has a minimum of Five (5+) years plus experience managing an organization with 5 or more staff preferably in the Civil Society Sector
  • Has a minimum Five (5+) years plus experience working in the area of addressing Violence against Women and Girls, gender equality, women’s economic empowerment or related field.
  • Has a minimum of Five (5+) years plus experience working in grants management or project management, preferably within donor funded Programs or Projects
  • Thorough understanding of project/program management techniques and methods
  • Excellent oral and written communication skills in both in Tonga and English languages
  • Capable of working under pressure and meeting tight deadlines and maintaining a professional appearance and demeanour in all situations and
  • Commitment to adhering to the philosophy, mission, constitution and policies of TNCWC (notably its Child Protection Policy)
  • Skills to be empathetic, non-judgmental, supportive, respectful and empowering in working with women and children survivors of
  • Capable of working collaboratively with a range of stakeholders, including government, donor and community organizations

Desirable:

  • Knowledge of the dynamics of, and appropriate response to violence against women and girls and women’s economic empowerment
  • Proven experience as program director or other managerial
  • Experience in providing training, support and mentoring
  • Familiarity with Tongan legal frameworks related to gender and child protection
  • Experience with CSO governance structures
  • Monitoring & Evaluation of MEL systems experience
  • Ability and willingness to travel overseas and in-country

2. ECONOMIC EMPOWERMENT OFFICER

Key Responsibilities

Economic Empowerment Activities:

  • Implement economic empowerment initiatives in alignment with work plans and technical approaches.
  • Provide training and support to village savings and loan associations (VSLAs) or similar community savings-and-loan groups.
  • Conduct business and financial assessments with participants and monitor progress.
  • Deliver financial literacy, business management, and pre-job training for project participants.
  • Organize economic empowerment events such as career fairs and the ‘Women in Business’ Summit.
  • Conduct community outreach activities to engage women in economic empowerment programs.

Risk Management & Safety

  • Identify risks and safety concerns related to economic empowerment initiatives.
  • Develop and implement risk mitigation strategies to ensure participants’ safety.
  • Regularly monitor economic interventions to address emerging risks.

Women-Centered, Inclusive Approach

  • Ensure all interventions are focused on women and girls, amplifying their voices in program design and implementation.
  • Promote inclusion of vulnerable groups, including women with disabilities, survivors of violence, widows, women living alone, and women in high-risk occupations.
  • Apply gender-sensitive approaches to all economic empowerment activities.

Data Collection and Analysis;

  • Works closely with M&E/Communications Officer to coordinate data collection for the WEE Program
  • Works closely with M&E/Communications Officer to analyse program data to generate evidence-based insights and recommendations for the WEE Program

Communication & Knowledge Management

  • Works closely with M&E/Communications Officer to maintain and update TNCWC’s website and social media platforms to showcase program results and impact stories.
  • Works closely with M&E/Communications Officer to Develop and distribute communications materials (brochures, factsheets, reports, press releases).
  • Works closely with M&E/Communications Officer to organize awareness-raising events to enhance public understanding of TNCWC’s mission.

General Support & Other Tasks

  • Collaborate with the Finance & Administrative Officer to ensure proper budgeting and financial tracking for economic empowerment initiatives.
  • Support the Office Secretary in coordinating event logistics for career fairs, business networking sessions, and training workshops.
  • Other tasks as requested by the Centre Director

Key Deliverables for the first 4-6 months

The Economic Empowerment Officer will be responsible for delivering the following:

  1. Training Sessions Delivered – Conduct financial literacy, business skills, and job readiness training.
  2. Savings & Loan Groups Supported – Establish, train, and monitor VSLAs or similar community-based financial groups.
  3. Business & Financial Assessments Completed – Conduct individual participant evaluations and track progress.
  4. Event Coordination & Participation – Organize economic empowerment events, including career fairs and summits.
  5. Risk Monitoring & Mitigation – Identify and address safety concerns within the program.
  6. Inclusive Engagement & Outreach – Ensure active participation of vulnerable women in economic activities.
  7. Data Collection & Reporting – Maintain accurate records and submit regular progress reports.

Reporting:

  • Reports directly to the Centre Director

Essential Requirements:

  • Diploma in Business, Economics or related field with 3 years’ experience. A Bachelor degree is preferred.

Desired Skills & Competencies:

  • At least 3 years of experience working in economic empowerment programs/projects, including:
    • Microfinance, savings & loan groups
    • Business planning & management
    • Financial literacy training
  • Strong understanding of gender dynamics and women’s economic empowerment.
  • Experience in participatory community engagement methods preferred.
  • Strong communication and interpersonal skills.
  • Ability and willingness to travel overseas and in-country

3. M&E/Communications Officer

Key Responsibilities

Monitoring & Evaluation (M&E) Plan Development & Implementation:

  • Develop and implement TNCWC’s Monitoring, Evaluation, and Learning (MEL) Plan, ensuring alignment with organizational goals and donor requirements.
  • Establish and maintain data collection tools and frameworks for tracking program outcomes.
  • Develop and monitor key performance indicators (KPIs) to measure project success.
  • Ensure compliance with donor reporting requirements and organizational M&E policies.

Data Collection, Analysis, and Reporting:

  • Coordinate data collection activities across different programs, ensuring accuracy and consistency.
  • Oversee data verification and quality control processes.
  • Analyse program data to generate evidence-based insights and recommendations.
  • Produce high-quality M&E reports, including impact assessments and donor reports.

Stakeholder Engagement & Program Learning:

  • Share M&E findings regularly with internal teams, donors, and stakeholders to guide program adjustments.
  • Organize and facilitate reflection sessions with program teams to discuss challenges, lessons learned, and best practices.
  • Provide technical support and training on M&E processes to staff and stakeholders.
  • Support donor monitoring visits and external evaluations.

Communication & Knowledge Management:

  • Maintain and update TNCWC’s website and social media platforms to showcase program results and impact stories.
  • Develop and distribute communication materials (brochures, factsheets, reports, press releases).
  • Manage relationships with media and ensure positive media coverage of TNCWC’s work.
  • Organize awareness-raising events to enhance public understanding of TNCWC’s mission.

Capacity Building & Knowledge Sharing:

  • Facilitate training and workshops on M&E best practices for program teams.
  • Document and disseminate best practices, case studies, and lessons learned.
  • Develop M&E handbooks, toolkits, and training materials for internal and external stakeholders.
  • Support cross-learning initiatives by engaging with other organizations and networks.
  • Collaborate with the Economic Empowerment Officer to track the impact of business training, savings groups, and employment support initiatives.
  • Work with the Finance & Administrative Officer to ensure that program budgets align with M&E indicators and donor reporting requirements.
  • Support the Office Secretary in maintaining organized records of program performance reports and success stories.
  • Provide data insights and reports to help inform funding allocations and financial planning for economic empowerment programs.

  8. Event & Media Coordination – Support and coordinate events, donor visits, and public awareness campaigns.

Reporting:

  • Reports directly to the Centre Director

Essential Requirements

  • Bachelor’s degree in Statistics, Economics, Business, Management, Public Administration (entry level applicants may be considered) OR Diploma in the above fields with at least 3 Years of experience in a similar role.

Desired Skills & Competencies

  • Experience in designing and implementing M&E frameworks, including data analysis and reporting.
  • Strong analytical skills with the ability to interpret program data and generate insights.
  • Excellent written and verbal communication skills, including experience with media and content creation.
  • Knowledge of public relations and event management.
  • Experience in stakeholder engagement and capacity building.
  • Proficiency in data analysis software and tools (e.g., Excel, SPSS, Power BI) is an asset.
  • Ability and willingness to travel overseas and in-country
