The Green Climate Fund (GCF) Readiness and Preparatory Support has provided funding to the Government of Tonga to implement the– “National Designated Authority (NDA) Strengthening and Country Programming (Phase 3) Project”. This Fund was established as a financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) to support climate actions in developing countries such as Tonga that are extremely vulnerable due to geographic location and socio-economic status. Thus, these countries need considerable financing resources to facilitate mitigation solutions and adequate adaptation strategies to climate change and its adverse impacts.
This Readiness Project seeks to continue the momentum of Tonga’s NDA Strengthening & Country Programming process. The multi-year approach is necessary for providing continued awareness raising, mobilizing, and informing stakeholders about climate change issues as well as pushing forward prioritized pipeline of projects – which are aligned with achievement of Tonga’s resilient targets – via the following expected outputs:
- Increased technical capacity of the NDA office and key stakeholders to assess potential project concepts and/or proposals seeking climate financing support from GCF and others.
- Improved data collection, data management, reporting and verification
- Enhanced understanding for accessing climate finance amongst key stakeholders
- Accreditation of Ministry of Finance as Direct Accreditation Entity
- Increased knowledge and understanding of climate change impacts and solutions amongst key stakeholders
- Update Tonga’s Country Programme to guide GCF investment and readiness support resources
- Increase number of quality project concept notes developed and submitted
- Knowledge and information sharing of best practices with respect to Tonga’s Joint National Action Plan 2 (JNAP2) framework, Tonga’s Second Nationally Determined Contribution (SNDC), Tonga Climate Change Fund (TCCF) and those imposed by the Covid-19 pandemic and unforeseen natural disasters such as the recent tsunamic devastation, and pipeline development
The Project Management Unit (PMU) will be established at the Department of Climate Change of the Ministry of MEIDECC consisting of nine (9) full-time staff, including a National Project Coordinator, Climate Change Policy Analyst, Senior Climate Finance Officer, Senior Climate Change Project Development Officer, Senior Climate Change Knowledge Management Officer, IT System Officer, Senior Climate Change Measuring, Reporting & Verification (MRV) Officer, Senior Outer Island Technical Officer, Project Finance Administration Officer.
POST #1: NATIONAL PROJECT COORDINATOR (NPC)
I. Scope of Work
The National Project Coordinator will manage the project on a day-to-day basis and is accountable to the PMU for the planning, management, quality control, timeliness and effective implementation of the Readiness Programme activities. This officer will also ensure regular monitoring, evaluation and reporting of activities to the NDA Office (Department of Climate Change, MEIDECC) and the Delivery Partner (Ministry of Finance)
The coordinator will be located at the Department of Climate Change (DCC), Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC). The officer will report directly to the Director of Climate Change via the Head of the Climate Finance Division of the Department of Climate Change. The officer will also work closely with Head of Divisions at Department of Climate Change, the JNAP Technical Team, climate change committees, groups and communities.
II. Duties and Responsibilities;
The National Project Coordinator will carry out the following duties:
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare annual work plan including budget breakdown and implementation schedule
- Prepare fortnightly reports and submit to Director of Climate Change via Head of the Climate Finance Division at Department of Climate Change;
- Responsible for the daily management of the PMU including providing support, advice & guidance for the PMU
- Conduct regular PMU meetings to discuss progress and next steps (identifying any challenges that may result in delays/risks to mitigate)
- Provide regular updates to Director for Climate Change and HoDs (documenting any feedback or recommendations for delivering Programme activities and reports to GCF
- Maintain communications with GCF regional team and Delivery Partner
- Assist Delivery Partner in preparing Interim and Completion Reports including Budget & Expenditure Reports
- Conduct Programme workshops/trainings as needed and communicating with AEs on project concept notes/proposals including submission of NOLs
- Finalize Press Releases and reports on the programme workshops/trainings
- Quarterly update of NDA focal point on project ideas, concept notes and proposals with AE support and appropriate funding Window.
- Prepare terms of reference for consultants of the project.
- Oversees Programme management, monitoring of work performance and reports to the Director for Climate Change and the NDA (CEO for MEIDECC) via the Head of Climate Finance Division.
- Identify problems & solutions in communication with the programme unit;
- Assist the Professional Services Company to implement activity 1.3.1 (a) – 1.3.1(c)
- Support the Head of Climate Finance Division in any other related responsibilities
- Undertake any other responsibilities related to the Project as requested by Director for Climate Change.
III. Qualifications and Skills
- Must have a degree from a recognized tertiary institute - Master degree or Bachelor degree in Project Management, Climate Change or Arts with minimum of 1 year (Master Degree) or 3 years (Bachelor Degree) working experience at senior level and particularly in fields of climate change, project management, arts or related fields.
- Work Experience in a similar role would be an advantage.
- Good knowledge of the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, the Tonga Joint National Action Plan 2 (JNAP 2) on Climate Change and Disaster Risk Management, Climate Change Policy, the Tonga Nationally Determined Contributions (NDCs) and GCF Country Programme

POST #2: SENIOR CLIMATE CHANGE POLICY ANALYST (SCCPA)
I. Scope of Work
The Senior Climate Change Policy Analyst will be responsible for providing specific legal or policy and advisory support to the NPC to ensure effective implementation of the Readiness Programme. The Officer will also ensure alignment of all climate change-related priorities to the JNAP2, National Climate Change Policy, Tonga NDCs and GCF Tonga Country Programme including the NDA’s established No Objection Procedure.
The Officer will report directly to the Project Coordinator and Director for Climate Change.
II. Duties and Responsibilities;
The Policy Analyst will carry out the following duties:
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit to Director of Climate Change and Head of the Policy & Planning Division at Department of Climate Change;
- Support the National Project Coordinator with preparing a detailed annual work plan for the project/activity;
- Develop No Objection Procedure guidance document with revised forms including a mapping template for the evaluation and screening of project ideas by JNAP Taskforce for NDA approval
- Lead trainings on the NObP and assist JNAP Secretariat in facilitating meetings with sector focal points
- Coordinate bi-monthly JNAP meetings and take meeting minutes.
- Assist in prescreening of project concept notes and prepare pre & post evaluation screening reports.
- Conduct quarterly meetings with sector focal points
- Develop quarterly assessment reports on sector lead actions towards JNAP 2 targets.
- Draft screening and assessment reports for the JNAP Technical Team and submit to Director of Climate Change through the Head of Policy & Planning Division at Department of Climate Change.
- Assist the Head of Policy & Planning Division in reviewing of the Tonga Climate Change Policy and Mid-Term review of JNAP 2.
- Assume any other duties as determined by the Director of Climate Change & Head of Policy and Planning Division at Department of Climate Change.
III. Qualifications and Skills
- Must have a degree from a recognized tertiary institute - Master degree or Bachelor degree in Law, Environmental Management or Climate Change Policy with minimum of 1 year working experience (Master Degree) or 3 years (Bachelor Degree) working experience at senior level and particularly in fields of law, climate change policy, environmental management or related fields.

POST #3: SENIOR CLIMATE FINANCE OFFICER (SCFO)
I. Scope of Work
The Senior Climate Finance Officer will support the PMU and the AMRDD at the Ministry of Finance on the implementation of Tonga’s country programming and climate financing processes. The Officer will report directly to the Project Coordinator, Head of the Aid Management & Resilience Development Division and the Director for Climate Change and will be will be housing at the AMRDD at the Ministry of Finance
II. Duties and responsibilities
The Finance Officer will carry out the following duties;
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit to Director of Climate Change and Head of the Climate Finance Division at Department of Climate Change;
- Stock-take outcomes supported by Ministry of Finance enhancing GESI approaches and climate change mainstreaming
- Assist NDA in implementation of Tonga’s country programming and climate financing processes
- Support the ESMS & GM consultants.
- Coordinate bimonthly meetings with Aid Management & Resilience Development Division at MoF
- Support AMRDD with information required for the Accreditation processes
- Support AMRDD in leading the coordination of Accreditation processes
- Assist in coordinating annual donor roundtable
- Assume any other duties as determined by the Head of Division of AMRDD (MoF) and the Director for Climate Change.
III. Qualifications and Skills
- Must have a degree from a recognized tertiary institute - Master degree or Bachelor degree in Accounting, Finance, Management with minimum of 1 year (Master Degree) or 3 years (Bachelor Degree) working experience at senior level and particularly in fields of accounting, finance, management or related fields.
- Demonstrated ability to perform financial reporting;
- Experience in national, regional & international working environment, including project and programme implementation;
- Experience in organizing and facilitating trainings, workshops and meetings, logistics (procedures), as well as preparation of documentation before and after trainings, workshops & meetings;

POST # 4: SENIOR CLIMATE CHANGE PROJECT DEVELOPMENT OFFICER (SCCPDO)
I. Scope of Work
The Senior Climate Change Project Development Officer will be required to assist the PMU and the Department of Climate Change in developing quality project concept notes and proposals to be submitted to GCF and other climate finance windows. The officer will report directly to the National Project Coordinator and the Director for Climate Change.
II. Roles and Responsibilities
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit to Director of Climate Change and Head of the Climate Finance Division at Department of Climate Change;
- Assist NDA staff and stakeholders and AEs in strengthening Project Concept Notes/Funding Proposals including requests for PPF support against GCF review
- Documentation of key responses including mapping of past, existing and future activities
- Work closely with the Climate Finance Advisors at the Department of Climate Change to strengthen project concept notes and proposals
- Present revised CNs/FPs including PPF requests to the DCC and JNAP taskforce for internal review before submitting to the NDA for feedback.
- Ensure the implementation of activity 4.3.1(a) – 4.3.1(c)
- Assume any other duties as determined by the Director of Climate Change & Head of Divisions at Department of Climate Change.

I. Scope of Work
The Senior Climate Change Knowledge Management Officer will be responsible for assisting the PMU in developing /upgrading and managing the communication and information of climate change activities. The officer will report directly to the Project Coordinator and the Director for Climate Change.
II. Roles and Responsibilities
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit to Director of Climate Change and Head Communication Division at Department of Climate Change;
- Develop/update all climate change awareness materials including banners, leaflets, newsletters and TV spots and documentary.
- Assist Department of Climate Change in preparing logistics including agendas for annual National Climate Change Awareness
- Maintain communications with all stakeholders including key donors/partners
- Conduct quarterly radio/TV awareness programs
- Liaise with media outlets to release information on climate change and climate change activities
- Document interviews with stakeholders and Climate Change focal points
- Develop Communication and Information Division quarterly report
- Assist on the implementation of the Climate Change Communication plan
- Assist the ICT Consultant in developing of the ICT Products
- Assume any other duties as determined by the Director of Climate Change & Head of Communication Division at Department of Climate Change.

POST # 6: IT Systems Officer (ITSO)
I. Scope of Work
The IT System Officer will be responsible in assisting the PMU and the Department of Climate Change in managing and upgrading the Tonga GCF website at the Department’s Portal and database. The officer will report directly to the Project Coordinator and the Director for Climate Change.
II. Roles and Responsibilities
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit to the Coordinator, HOD and the Director of Climate Change.
- Assist in maintaining online platforms including MRV Tool, DCC portal and database
- Upload all information to Department of Climate Change portal and other online platforms
- Consult the Statistics Department and other stakeholders to establish a link from the Climate Change Portal to their existing database
- Work closely with the MRV Officer, Professional Services (MRV Systems)
- Assume any other duties as determined by the Director of Climate Change & Head of Communication Division at Department of Climate Change.
III. Qualifications and Skills

POST # 7: SENIOR CLIMATE CHANGE MEASURING, REPORTING & VERIFICATION (MRV) OFFICER
I. Scope of Work
The Senior Climate Change Monitoring, Evaluation, Reporting and Verification (MRV) Officer will be responsible for implementing Project’s MRV Framework and the Workplan as well as aligning these documents to the Tonga Joint National Action Plan on Climate Change & Disaster Risk Management (JNAP2) Monitoring and Evaluation Framework.
The officer will report directly to the Director of Climate Change via the Project Coordinator and Head of the Mitigation Division at the Department of Climate Change.
II. Roles and Responsibilities
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit to the Coordinator and Director for Climate Change.
- Assist Professional Company/Firm in conducting staff training on MRV online tracking system, development of the MRV tool standard operating procedures and preparing logistics for launching tool.
- Assist in conducting workshops on MRV system and training key stakeholders in utilizing online tool
- Assist DCC in logging all known climate change projects and financing for mitigation and adaptation actions
- Conduct quarterly reconciliation of climate financing from both government and donors with CBT officers at Ministry of Finance
- Work closely with IT Officer in maintaining the MRV System (Tool)
- Asist Department of Climate Change to establish Data Collection Procedures with agencies and entities on the MRV of Means of Implementation
- Strengthen the existing Climate Change M & E system for integrating climate change indicators into planning, designing and execution of programs, projects and activities at all levels;
- Assist Department of Climate change in retrieving biennially data needed for MRV
- Identify needs for improvement of the MRV system
- Assis Department of Climate Change to plan and conduct quality control of MRV data.

POST # 8: SENIOR OUTER ISLAND TECHNICAL OFFICER (STO)
I. Scope of Work
The Senior Outer Island Technical Officer will be responsible for coordinating of all technical activities of the Project. The officer will report directly to the Project Coordinator and the Director for Climate Change via the MEIDECC Officer in Charge, Vava’u.
II. Roles and Responsibilities
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit to Director of Climate Change at Department of Climate Change via Officer in Charge (Vava’u);
- Coordinate the NDA Strengthening and Tonga Country climate investment plan aligned to the Tonga Country Programme and activities in Vava’u.
- Support the PMU in conducting awareness activities to youth and students in Vava’u to increase knowledge on climate change and impacts
- Develop relevant capacity needs assessment for key stakeholders of the Department of Climate Change
- Document lessons learned and best practices in CCADRM in the outer islands
- Ensure the implementation of activity 1.3.1(c)
- Assume any other duties as determined by the Director of Climate Change & Officer in Charge Vava’u MEIDECC.
III. Qualifications and Skills

POST # 9: PROJECT FINANCE ADMINISTRATION OFFICER (PFAO)
I. Scope of Work
The project finance administration officer will conduct secretarial and administrative tasks including preparation of documentation, providing financial assistance and reporting. The officer will report directly to the Project Coordinator and Director for Climate Change.
II. Roles and Responsibilities
- Prepare individual annual work plan based on the Terms of Reference annexed to the Contractual Agreement of the officer;
- Prepare fortnightly reports and submit Coordinator and the Director for Climate Change.
- Complete quarterly reconciliation forms and prepare financial reports
- Regularly update the assets registry of the project
- Draft procurement proposal for consultant and services of the project
- Assist in preparing budget breakdown and purchase orders for the project and other climate change project if needed
- Assist with preparing logistics and organizing workshop/training materials including printing and arranging refreshments for participants.
- Assist National coordinator in setting up meetings with key stakeholders and other sector focal point
- Assist National coordinator in preparing of meeting agenda and minutes
- Assume any other duties as determined by the Director of Climate Change & Head of Climate Finance Division at Department of Climate Change.
III. Qualifications and Skills
- Must have a degree from a recognized tertiary institute - Bachelor degree in Accounting, Finance, Administration/Management with minimum of 1 year Bachelor Degree or Diploma and Certificate with minimum of 3 years working experience in the related field
- Good knowledge and work experience in a similar role would be an advantage.
- Ability to operate standard office equipment and familiarity with principles of accounting and office practice is essential;
- Experience in Government and in interdepartmental processes and procedures;
