Five (5) Part Time Commissioner Positions
The Government of Tonga’s strategic vision for the future delivery of public services is aimed at streamlining its organizational platform to better deliver more efficient and effective public services for the people of Tonga. To help achieve this aim, the Government of Tonga seeks to appoint five (5) Part time Commissioners for the Public Service Commission.
The Public Service Commission acts as the adviser to Government and the Hon. Prime Minister on the management of the Public Service. The Commissioner(s), under the guidance of an appointed Chairman, ensures that the service is managed effectively through the application of appropriate guidelines, frameworks, policies and standards. The Commission is further responsible for providing oversight over Government’s Public Sector Reform Programs. It plays a critical role in ensuring that Chief Executive Officers successfully articulate these management tools designed to guarantee that the service operates in a transparent, consistent and robust manner. In achieving its outcomes, the Commission oversees the sixteen (16) Ministries and four (4) Agencies comprising the reformed Tongan Public Service.
Five (5) Part time Commissioner Positions
Accountabilities-
Commissioner must be highly competent and visionary navigators and strategists who bring a wealth of contemporary public sector experience to develop the resilience and effectiveness of the Tonga Public Service.
The Part time Commissioners will be responsible to the Chairman of the Public Service Commission in performing the Public Service Commission mandates in accordance with the Public Service Act.
Specifically, the purpose of the role is to:
The Commissioner is responsible to the Chairman of the Public Service Commission for the following;
- Active promotion of the statutory function of the Commission and in terms of leadership, principles and values of the Public Service.
- Strategic and policy advice to the Chairman on a regular basis regarding the performance of the Public Service.
- Assist in the management of the employment related matters especially employment disputes and grievances.
- And any other such functions as are imposed by or under the Public Service (Amendment) Act 2010.
Experience and Qualification –
- A Tertiary educational qualification relevant to the position with demonstrated leadership and appropriate Executive Management Office experience in the Public Sector and/or the Private Sector for at least ten (10) years or more AND
- Proven expertise in strategic Human Resource Management at the executive level, and in the development of Legal and Policy frameworks for the public and/ or private sector.
- Proven leadership and oversight experience in Public Sector and Human Resource Management reforms
