The Contracting Entity acting on behalf of the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications has received funding from the Government and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) include Develop Tonga GCF Country Climate Investment Plan; Review the progress of Tonga 2018 Country Programme; Develop a prioritized national climate project pipeline aligned with GCF investment area and national strategies.
The Contracting Entity now invites eligible local consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required minimum qualifications and relevant experience to perform the Services.
The short-listing criteria are:
Professional Qualifications Required
- Master's Degree experience in Climate Finance, Environmental Management, Development Economics, or related field.
Experience & Competencies Required
- At least 5 years’ professional experience
- Demonstrated knowledge of GCF processes and readiness programming
- Experience working in Pacific Small Island Developing States (SIDS) preferred.
- Excellent facilitation, stakeholder engagement, and analytical writing skills.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and cost-based selection (QCBS) method set out in the Public Procurement Regulations.
Expressions of interest must be sealed in an envelope and delivered in a written form to the address below in person no later than 12:00 noon Tongan Time on (29/05/2026). Late, telegraphic, electronic and faxed applications will not be considered.
