CONSULTING SERVICES
Assignment Title: Develop and Implementation New Traffic Management System (TMS).
Reference No. MOI2025-26/06-005
The Contracting Entity acting on behalf of the Ministry of Infrastructure has received funding from the Government and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) include, engage a consultant to develop and implementation New Traffic Management System.
The Contracting Entity now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required minimum qualifications and relevant experience to perform the Services.
The short-listing criteria are:
- Minimum five (5) years’ experience in developing and implementing large-scale IT systems.
- Proven experience in public sector digital transformation projects.
- Demonstrated expertise in secure transactional database systems (e.g., MySQL, Oracle, PostgreSQL, or equivalent).
- Experience integrating biometric systems.
- Proven track record in delivering secure, fraud-resistant digital platforms.
- Availability of qualified technical personnel including system architects, cybersecurity specialists, and database engineers
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Public Procurement Regulations.
Expressions of interest must be sealed in an envelope and delivered in a written form to the address below in person by hardcopy no later than 1200 noon (Tongan Time) on 13th April, 2026. Late, telegraphic, electronic and faxed will not be considered.
