Job Vacancy: Finance Manager

A. Responsibility:

Tonga Water Board is seeking an outstanding Finance Manager. The Individual will ensure effective, compliant and timely delivery of all financial, accounting, billing, reporting and internal control functions of Tonga Water Board.

They will provide operational supervision of day-to-day finance activities, and provide organizational leadership in the Executive Team when required.

This role is critical to strengthening financial governance, audit readiness, internal controls, and service continuity.

B. Key Role Objectives:

1. Support delivery of TWB financial targets and Board reporting obligations.
2. Strengthen internal controls and reconciliation processes.
3. Improve timeliness and accuracy of financial reporting.
4. Supervise daily finance operations and staff performance.
5. Ensure continuity of finance leadership when FM is unavailable.
6. Support audit readiness and Public Enterprise compliance.

C. Principal Duties Include:

1. All financial transactions are recorded in compliance with:

  • International Accounting Standards (IAS/IFRS)
  • Government and Public Enterprise requirements

2. Daily supervision of:

  • Accounts payable
  • Accounts receivable
  • Payroll processing
  • Banking and cash handling

3. Monthly reconciliations are completed on time:

  • Bank accounts
  • Debtors and creditors
  • Payroll and statutory deductions
  • Fixed asset register

4. Strong internal financial controls are implemented and monitored

5. Finance procedures are followed consistently across all centres

6. Supervising billing and meter-reading financial processes

7. Ensuring billing accuracy and timely invoice issuance

8. Monthly Management Accounts

9. Board Financial Reports

10. Cash flow reports

11. Variance analysis (budget vs actual)

12. Annual operating budget

13. Capital expenditure forecasts

14. Business Plan financial inputs

15. Half-year and Annual Report financial sections

16. Monitor budget performance and highlight risks early

17. External audit preparation

18. Internal audit and Audit & Risk Committee requests

19. Financial documentation and evidence preparation

20. Implementation of audit recommendations

21. Strengthening financial governance and compliance culture

22. Undertake any duties assigned by the CEO from time to time

D. Qualifications and Experience

Essential

  • Bachelor degree in Accounting, Finance or Commerce
  • Minimum 7 years finance experience
  • At least 3 years supervisory experience
  • Strong knowledge of accounting standards and financial controls
  • Experience using accounting software (Attaché or similar)

Desirable

  • Post-graduate diploma or degree.
  • CPA / CA or working toward professional qualification
