Assignment Title: ICAO Compliance Advisor (Air Navigation Services and Aerodromes)

The Government of Tonga has received financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project II (TCRTPII) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include to advise and assist the Civil Aviation Office (CAO) to address the gaps identified through the ICAO ICVM Audit and newly established (or current activity) in the areas of ANS and AGA, and to advise CAD on the ongoing TCRTP II activities. It is anticipated that the consultant will commence as soon as possible, for 75 days input will be required over 18 months period.

The Ministry of Infrastructure now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The criteria for selecting the Consultant are:
Qualifications and Experience (Preferred)
- Bachelor of Aviation Management, Aeronautical Engineering, Civil or Airport Engineering, Air Transport, or a related technical discipline with a minimum of 10 years of recent managerial experience in the aviation sector, preferably in the aviation regulatory and aviation operator environment in Tonga or the Pacific.
- Demonstrated extensive knowledge and experience in the areas of ANS, AGA and ICAO work groups in these areas.
- Familiar with the PASO and ICAO institutional arrangements in relation to Tonga’s sector.
- ICAO or equivalent certification in State Safety Oversight, Air Navigation Safety (Annex 2, 3, 4, 10, 11, 12, 15), Aerodrome Safety (Annex 14), Safety Management Systems (SMS), or Inspector qualification courses (e.g. ICAO GSI series, PASO, FAA, EASA, or NZCAA training) is strongly preferred.
- Experience in conducting audits and investigations that involve safety, quality and risk-based management systems.
- Extensive experience in ANS and AGA development projects
- Familiar with ICAO USOAP audit protocols and responding to ICAO ANS and AGA activities.
- Demonstrate ability to analyse ICAO CMA OLF data, prepare Corrective Action Plans, and develop evidence-based compliance documentation.
- Experience in delivering training and development staff training programmes and plans within the civil aviation sector.
- Experience in aviation quality assurance and well-versed in the aviation manual development process.
- Proven experience in working proactively, as part of a team and also in managing own inputs with minimal supervision at the time and incorporating and managing inputs from diverse stakeholders
- Excellent verbal, written and presentation communication skills in English with demonstrable high-level reporting skills.
- Willingness to travel within Tonga (i.e. to the outer islands) or overseas (as determined by the DCA) as and when required.
