Job Title: Monitoring & Evaluation (M&E) Associate

Classification: Part-Time Consultant

Timeframe: September 2025 to September 2029

Number of Positions: 2

Estimated Workload: Part-time engagement across a 4-year duration

Job Description:
Inclusive Development Partners (IDP) is seeking two M&E associates for a part-time assignment in Tonga to design and implement the monitoring and impact evaluation of the Integrated Aged Care Project. The purpose is to provide the project team tools to effectively monitor and report on project progress and achievement as well as provide independent evaluations at baseline, midterm, and end of project impact evaluation. The outcome of the project is an improved and expanded integrated aged care system.

Minimum Qualifications:

  • Current local resident of Tonga or a nearby country that is easily accessible for travel
  • Reliable access to a working personal computer and internet.
  • At least 3 years of professional experience, including:
  • At least 2 years of experience in data collection, research, or evaluation work
  • Experience working in social work settings
  • Fluency in English and Tongan.
  • Excellent computer and technology skills, including the ability to type quickly and
  • accurately, use virtual communication platforms, record interviews, and schedule virtualmeetings.
  • Bachelor’s degree in education, research and evaluation, social sciences, or a related field.
  • Highly reliable, trustworthy, and responsive to tasks in a timely and efficient manner.

Desired Qualifications:

  • Professional experience working with the elderly or persons with disabilities.
  • Understanding of aged care and social work in Tongan context.
  • Excellent data analysis and report writing skills.

Responsibilities:

The Consultant shall, in close collaboration with the IDP team, perform activities that include:

  • Attend regular meetings virtually and respond to regular emails in a timely manner
  • Prepare for data collection in Tonga, including phoning stakeholders, preparing invitations, organizing travel logistics, and scheduling meetings
  • Translate data collection tools from English to local languages as needed
  • Conduct in-person and phone-based data collection, including surveys, focus groups, and interviews, in Tongan and English
  • Make recordings and take detailed notes during data collection activities
  • Lead data entry efforts, including back-translating from local language to English, typing meeting notes, entering survey data, or inputting data into other formats as requested
  • Ensure all work is conducted with quality, fidelity, professionalism, and timeliness
  • Support data analysis and report writing as requested
