Vacancy Announcement: Commissioner of Prisons

(Pursuant to Section 4 of the Prisons Act)

The public is hereby invited to apply for a vacancy available within Tonga Prisons Department: Commissioner of Prisons.

Tonga Prisons Department (“Prisons”) is among the integral pillars of the Criminal Justice System. Prisons prides itself with protecting the community and aiding in crime prevention through humane containment, supervision and rehabilitation of persons sentenced by the courts to a term of imprisonment.

The Commissioner of Prisons (“COP”) will be responsible to the Minister for developing major organizational reforms, implementing government policies and decisions, security and management of Prisons, and the safe custody and welfare of all prisoners in Prisons.

Term of Appointment:

  • The COP may hold office for a period not exceeding 3 years, and is eligible for re-appointment for one further term only.

Remuneration:

  • Band F ($47,695 - $71,542).

Essential Skills:

  • Integrity, effective written and oral communication skills in English and Tongan, and mentoring and counselling skills.
  • Understand the laws of Tonga relevant to Prisons functions and, the courts and criminal justice system.
  • Understand the rehabilitative, deterrence, retribution and restitution principles of correctional services.
  • Effective crisis management skills on national security threats, natural disasters and health pandemics.

Experience & Qualification
Relevant degree + considerable logistical, operational and senior executive experience in Prisons, Tonga Police or Tonga Fire & Emergency Services:

  • PHD + 4 years;
  • MA + 6 years; or
  • PGDip or BA + 10 years.
