The Ministry of Education and Training has received financing from the World Bank toward the cost of Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:
- Cover letter stating your interest and responding to the selection criteria (maximum 2 pages)
- Resume and Supporting Documents to demonstrate that you meet the minimum requirements (maximum 5 pages).
The criteria for selecting the Consultants are provided in detail in the TOR but not limited to:
- At least Bachelor’s degree in Engineering/Finance/Law/Economics/Business or Diploma in Procurement and Supply or equivalent from recognized institution like Chartered Institute of Purchasing and Supply (CIPS) etc;
- Member of a Procurement Professional Body like CIPS etc. will be an asset;
- Candidates successfully completed the Bank’s procurement e-learning programs (https://wbnpf.procurementinet.org/e-learning-programs) will also be given preference.
- At least 3 years of work experience in similar role for procurement of Goods, Services and Works in donor funded operation such as World Bank (WB) and/or ADB or similar funded projects etc.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
