PMU – Project Management Coordinator (PMC), GCF Readiness Project, Civil Society Organization (CSO)

2. Job Title: PMU – Project Management Coordinator (PMC), GCF Readiness Project, Civil Society Organization (CSO)
3. Location: Civil Society Forum of Tonga, Nuku’alofa
4.

Job Roles and Responsibilities

  • Responsible for the daily management of the PMU including providing support, advice & guidance for the rest of the team members in the PMU
  • Responsible for the oversight and monitoring of work performance of the PMU team members
  • Prepare a detailed Workplan and Budget for the Programme
  • Oversee the overall implementation of the Programme workplan and reporting of activities for the timely submission to the GCF through the Delivery Partner (DP). (The Delivery Partner is the Ministry of Finance)
  • Continue to liaise with DP on any issues or requirements related to the project
  • Responsible for meeting all the narrative reporting requirements of the GCF Readiness Programme by working closely with & submitting reports directly to the DP
  • Responsible for making sure that all project deliverables are being met and well delivered according to the workplan
  • Support the engagement of the Selection of the international consultants in close consultation with the DP
  • Ensure timely preparation and submission of the international consultants in close consultation with the DP in preparation for the project audit
  • Other work requirements as directed by the Executive Director and or the CSFT Board of Directors
5. Reports Directly to:
  • DP following endorsement from CSFT ED & Board. Also responsible to the NDA Offices (Director for the Department of Climate Change) and the GCF Regional Team/Secretariat
6. Qualifications
  • Post Graduate or Master’s Degree
7. Skills & Work Experience
  • Must have at least over 5 years of experience in Project Management & Coordination
  • Must have at least 5 years of experience working in the Civil Society Sector (CSO) at National, Regional and International Level including working with donor partners, development partners, and Tonga Government and other key stakeholders
  • Has a very good understanding of Climate Change in the Pacific Region & Tonga
  • Has a very good understanding of Climate Change and its impact on Tonga’s most vulnerable groups including People with Disabilities (DPOs), Women and Children, Elderly and minority groups
  • Has an excellent understanding of the Civil Society Forum of Tonga (CSFT) and Lavame’ata’e’iloa People with Disabilities Association (LATA) and their respective work in relation to Climate Change Issues in Tonga
  • Have very strong leadership skills with critical thinking and can think ‘outside the box’
  • Personal organization and ability to manage workload
  • Has strong communication and interpersonal skills with the ability to address a broad range of audiences and is fluent in both English and Tongan speaking and writing
  • An excellent team leader and player
  • Is a people’s person and has a good sense of humor
  • Can work well with the project Target audience and direct beneficiaries who are CSOs and Community Based Organizations
8. Salary

Salary Range is T$30,526 - T$45,788 in accordance with Tonga Government Civil Service Salary scale/Band J.
