Assignment Title: Engineering and Contracts Management Officer

The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for Engineering and Contracts Management Officer.

The Consultant will support the Project with Monitor/manage the implementation of contracts financed under the PREP, manage responses of the Implementing Agency to issues that arise under the contract and timely responses to consultant deliverables/requests etc.

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).

The Shortlisting criteria are: Academic Background and Relevant Experience

  1. Minimum Education: a) Bachelor in Engineering or an equivalent field. Applicants who do not have a degree but able to demonstrate a minimum of 8 years’ experience operating in similar positions will also be considered for this position; b) Minimum Years of Relevant Experience: 3
  2. Essential Skills/Knowledge/Competencies a) Knowledge and understanding of the Design and Construction industry for infrastructure. Knowledge and b) understanding of Construction supervision and management for infrastructure. c) Knowledge and understanding of public procurement systems of the Kingdom of Tonga. Knowledge of the World Bank’s procurement policies, processes and practices would be an advantage. d) Experience in Project Management and stages of the project cycle is an advantage. e) Proven analytical and evaluative skills, including the ability to independently provide well researched analyses of issues and problems. f) Strong written and verbal communication skills in Tongan and English, with ability to prepare, present and discuss findings in written and oral form.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing Borrowers” July 2016 revised November 2017, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
