1. The Tonga Power Limited and Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications has applied for financing from the Asian Development Bank (ADB), and Green Climate Fund (GCF) toward the cost of the Tonga Renewable Energy Project. Part of this financing will be used for payments under the contract named above. Procurement rules and procedures of ADB will govern the bidding process. Bidding is open to all Bidders without nationality restriction.
2. The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (“the Employers”) invite sealed bids from eligible Bidders for the design, construction, installation, integration Solar PV and battery power systems (“the Facilities”) of the Vava’u outer islands of Tonga as shown below:
To supply four (4) independent power systems to the Vava’u Island Group of Falevai, Hunga, Ofu and Otea to create independent minigrids.
Each power system shall consist of a village level solar PV array and battery energy storage system (BESS), and a distribution system and customer connections. There is no current centralized power supply on these islands. The power systems are required provide power 24 hour per day 7 day per week meeting the estimated island demand, which are estimated as being:
- Falevai (27kWdc solar, 11kW/305kWh BESS)
- Hunga (72kWdc solar, 30kW/825kWh BESS)
- Ofu (39kWdc solar, 17kW/450kWh BESS)
- Otea (30kWdc solar, 13kW/340kWh BESS)
3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One- Envelope bidding procedure and is open to the Bidders using universal procurement, as described in the bidding documents.

Any potential tenderer wishing to download the Tender Documents must first register on the portal.

A pre-bid meeting will be held by Videoconference.

All registered bidders will be provided the video-conferencing link to access and join the pre-bid meeting seven days in advance. Attendance is not mandatory but highly recommended.
Non Attendance will not be cause for disqualification.
5. Deliver your bid:
Interested bidders shall submit the scanned copy of their bids through the TenderLink’s Electronic Tender Box by the deadline of 18th April 2023, 2:00 pm (Tonga Time) together with bid securing declaration. Late bids and hard copy paper submissions shall not be accepted. Bidders will receive a Successful Submission Receipt timed and dated upon completion. If bidders require any assistance relating to e-tendering portal, they may contact TenderLink support help desk through email support [at] tenderlink [dot] com. Bids will be opened immediately after the deadline for bid submission in the presence of the Bidders’ representatives who choose to attend. Late bids will be rejected”.
6. Price Bids from the Bidders who are assessed as substantively technically conforming will be opened at a time and date to be advised to those Bidders via email. Price Bids from Bidders whose Technical Bids are assessed as being not substantively conforming will not be opened.
