1. The Government of Tonga has applied for financing from the Asian Development Bank (ADB) towards the cost of the Fanga’uta Lagoon Bridge Project. Part of this Financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Ministry of Infrastructure of the Government of Tonga (the “Employer”) invites sealed bids from eligible Bidders for the construction and completion of a 2-lane new bridge across the Fanga’uta Lagoon (approximately 5 meters in depth at the deepest) in Nuku’alofa, consisting of an approximately 720m long bridge and 2.10 kilometers of its approach roads from Nuku’alofa to southern Tongatapu. (“the Works”).
3. Open competitive bidding will be conducted in accordance with ADB’s Single- Stage: Two-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.

6. To obtain the bidding documents in English, bidders should visit, at no cost, the e-tender Portal Tenderlink at internet link:https://www.tenderlink.com/moitonga/. Prior to accessing the bidding documents, bidders are required to register unto the Tenderlink portal.
7. 8. Bidders must submit their Bids electronically through Tenderlink on or before 13 Aprilh 2023, 20:00 hours, Tonga time (extended deadline). Late bids and hard copy submissions will not be accepted. All bids must be accompanied by a Bid Securing Declaration duly signed.
9. Bids will be opened immediately after the deadline. Bidders will have the option to attend the electronic bid opening via an online videoconferencing system. The link to the virtual opening will be sent to all bidders through the Tenderlink portal seven days prior to the opening.
10. The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their Bids.
