1. The Government of Tonga has applied for financing from the Asian Development Bank (ADB) towards the cost of the Fanga’uta Lagoon Bridge Project. Part of this Financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Infrastructure of the Government of Tonga (the “Employer”) invites sealed bids from eligible Bidders for the construction and completion of a 2-lane new bridge across the Fanga’uta Lagoon (approximately 5 meters in depth at the deepest) in Nuku’alofa, consisting of an approximately 720m long bridge and 2.10 kilometers of its approach roads from Nuku’alofa to southern Tongatapu. (“the Works”).

3. Open competitive bidding will be conducted in accordance with ADB’s Single- Stage: Two-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.

Qualification Criteria

Requirements

Historical Contract Nonperformance

  • No history of nonperforming contracts as a result of contractor’s default since 1 January 2017
  • Not under suspension based on execution of a Bid-Securing Declaration

Declaration: Environmental, Health, and Safety Past Performance

  • Declare any contracts that have been suspended or terminated and/or performance security called by an employer for reasons related to the non-compliance of any environmental, health and safety contractual obligations in the past five years.

Historical Financial Performance

  • Submit audited financial statements for the last five years. As a minimum, the Bidder’s net worth for the last year should be positive.

Average Annual Construction Turnover

  • USD35 million within the last 5 years. One partner must meet 40% of the requirement, and each partner must meet 25% of the requirement.

Financial Resources

  • Must meet or exceed the total requirement for the subject contract of USD4.3 million. One partner must meet 40% of the requirement, and each partner must meet 25% of the requirement.

Contracts of Similar Size and Nature

  • Participation in at least one similar contract that has been satisfactorily and substantially completed within the last 15 years where the value of the Bidder’s participation under the contract exceeds USD40 million.

Construction Experience in Key Activities

  • Construction of a multi span bridge with minimum 15m span length under one contract
  • Construction of hot-mix asphalt pavement more than 40,000m2 under one contract.
  • Construction of foundations more than five (5) meter water depth under one contract.

Specific Experience in Managing Environmental, Health and Safety (EHS) Aspects

  • Experience in managing, according to good international industry practice, environmental, health and safety risks and impacts as identified in the environmental impact assessment (EIA).

8. Bidders must submit their Bids electronically through Tenderlink on or before 13 Aprilh 2023, 20:00 hours, Tonga time (extended deadline). Late bids and hard copy submissions will not be accepted. All bids must be accompanied by a Bid Securing Declaration duly signed.

9. Bids will be opened immediately after the deadline. Bidders will have the option to attend the electronic bid opening via an online videoconferencing system. The link to the virtual opening will be sent to all bidders through the Tenderlink portal seven days prior to the opening.

10. The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their Bids.
