PLANNING MONITORING EVALUATION AND REPORTING OFFICER

An exciting opportunity has become available for an enthusiastic and motivated Planning Monitoring Evaluation and Reporting (PMER) Officer to join our team. The PMER Officer role is for a period of 12- months to facilitate all PMER responsibilities supporting the Tongan Appeal recovery work.

You will work with all sectors within the national society and divisional branches to help implement and improve planning, monitoring, evaluating and reporting capacity for the Tongan Appeal activities. Support and coordinate organizational plan and reports in a timely manner ensuring quality and consistency. You will be required to set up the PMER framework for the Appeal activities which contributes to strengthening programme/project quality performance and impacts and conduct a baseline survey.

Provide technical assistance towards the Tonga Appeal operational plan, programme planning, strategic planning and budget planning. Develop and review existing logic model, performance measurement framework which includes indicators and monitoring and evaluation plan, annual work plan and project implementation plan. Develop, design and maintain project monitoring and evaluation (M&E) system to ensure smooth measurement of the indicators according to the needs of the Tongan Appeal and donor requirement. Design and manage evaluation activities for all Tonga recovery projects. Actively engage in capacity building of staff and volunteers.

  • University degree in Monitoring and Evaluation or equivalent, in relevant discipline.
  • Minimum of 3 years' experience in PMER/ Humanitarian development of PMER.
  • Knowledge and understanding of resilience, disasters and climate change issues in the Pacific is required.
  • Excellent communication skills, both written and oral.

CLIMATE CHANGE AND RESILIENCE OFFICER

Reporting to the Disaster Management Manager, the Climate Change and Resilience Officer will take the lead in designing and implementing community-centered disaster resilience programs and activities across Tonga. The role is a critical function within Tonga Red Cross to achieve quality programs that benefit Tongan communities, as well as support disaster relief operations and recovery programs.

You will oversee the implementation of resilience building projects and programmes, ensuring financial accountability and project budgets according to Tonga Red Cross policies. Work closely with communities to ensure Tonga Red Cross resilience building programs and activities represent community priorities and needs and community engagement and accountability mechanisms are in place, including appropriate feedback mechanisms, community assessments, surveys and monitoring and reporting systems. Prepare written reports for all activities and support coordination with domestic and international donors ensuring that the programmes and activities of Tonga Red Cross reflect donor policies and standards. Ensure Tonga Red Cross is well prepared to provide disaster relief assistance and has plans, policies, standard operating procedures and well-maintained resources in place at all times.

  • Degree or relevant tertiary qualification in Social Sciences and/or Management or relevant discipline.
  • At least 5 years of relevant working experience in program or project management.
  • Good understanding of climate change impacts and community resilience building in Tonga.
  • Demonstrated knowledge of community project planning, design, implementation and monitoring cycle and tools.
  • Excellent skills to design projects/programmes, prepare proposals and concept notes and prepare high-quality reports.

DISASTER MANAGEMENT MANAGER

Tonga Red Cross Society has an exciting opportunity for a dynamic and passionate individual to join our team as Disaster Management Manager. Reporting to the Secretary General, the Disaster Management Manager is responsible for all Disaster Management programs to support the building of community resilience, disaster relief operations and recovery programs following disasters.

You will lead and design humanitarian assistance, disaster recovery and resilience building programs and activities. Coordinate and maintain strong relations with other humanitarian responders and recovery partners in Tonga. Maintain situational awareness and monitor disaster hazards and disseminate information as needed to a range of stakeholders. Coordinate with international donors and actors and ensure that humanitarian assistance, disaster recovery and resilience building programs and activities of Tonga Red Cross represent best international practices and policies. Contribute to the development of disaster operational plans, budgets, concept notes and proposals as well as reports aligned with financial acquittals.

  • Degree or relevant tertiary qualification in Social Sciences and/or Management or relevant discipline.
  • At least 5 years of relevant working experience in program or projects management.
  • Experience in managing staff and programme/project teams, including coaching and supporting staff/volunteer development.
  • Capability to coordinate multiple donors and stakeholders and to work in a fast-paced environment.
  • Excellent skills to design projects/programmes, prepare proposals and concept notes and prepare high-quality reports.
  • Experience in budget development, monitoring and financial processes.
