The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for Multi Hazard Early Warning System Survey and Consultation Officer.
The Consultant will support the Project with improving multi-hazard early warning system (MHEWS) to communities, sectors and the general public, and obtaining feedback from users on the quality of services through public and sector specific surveys (i.e., agriculture sector, health sector etc). The officer will be responsible for collection of and dissemination of information relating MHEWS to the different stakeholders.
The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).
The Shortlisting criteria are: Essential qualification, knowledge and experience a) diploma in Mathematics, Statistics, Market or User Research, Social Science, Community Development or a related field b) Seven years demonstrated experience of designing and delivering data gathering and analysis, as well as conducting user needs research, such as surveys and interviews, for service development and improvement c) General understanding of MHEWS concepts and requirements, including impact-based warning services d) Excellent communication and inter-personal skills are essential, including demonstrated ability to interact effectively with a broad range of stakeholders (e.g. women and youth at village level; the private sector; NGOs; government agencies; technical specialists, etc). e) Fluency in English and Tongan (listening, reading, writing, speaking); familiarity of Tongan language and culture The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing Borrowers” July 2016 revised November 2017, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
