The Ministry of Internal Affairs (MIA) & Ministry of Education and Training (MET) have received financing from the World Bank toward the cost of the Skills and Employment for Tongans Project (SET) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include managing of various responsibilities under Component 4 of the SET Project. It is anticipated that these positions will commence as soon as possible as full-time consultants and will be based under the SET Project Management Unit at Nukualofa, Tonga. We are looking for an experienced communications professional that has worked in development projects or government. Consultants must have excellent communication skills in English and Tongan – both written and verbal. The Communications Officer must be competent with a range of mediums (video, text and multimedia) and in conducting communication events that support the Project’s stakeholders engagement strategy and the communication of achievements. The SET Project now invites eligible individuals (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should submit a cover letter and provide a resume demonstrating that they meet the required qualifications and relevant experience to perform the Services. Please also list at least 2 referees with contact details including email address. The criteria for selecting the Consultants are but not limited to:

Communication Officer

  • Relevant Tertiary qualifications in communications, journalism, social sciences, public/business administration
  • At least 3 years’ experience working in communications, public affairs and/ or journalism,
  • Excellent oral and written communications skills in both English and Tongan, including excellent editing skills
  • Strong research, writing and analytical skills.
  • Proficient in Microsoft Office Suite and multimedia applications
  • Strong interpersonal skills and recognized as a team player, and
  • Ability to work effectively with international and national staff in a multicultural environment.
  • Working knowledge of government and /or experience with donor funded will be an advantage
  • Experience with socia lmedia and development communication
  • Willingness to travel if required

The attention of interested Consultants are drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A firm is eligible to nominate an individual and, under such situation, only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual, must specify whether the contract would be signed with the firm or the proposed individual.

A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations.
