The Ministry of Finance is seeking to engage suitably qualified and experienced applicants for the following vacant positions:

Post Title/ Division/ Salary Band and Range

Minimum Requirements

1. Chief Economist,

(Aid Management & Resilient Development Division),

Band H

  • Master's Degree with at least 2 years' experience in a similar role OR at least 4 years relevant working experience.
  • Post Graduate Diploma with at least 3 years' experience in a similar role or at least 5 years relevant working experience.
  • Bachelor's degree with at least 5 years' experience in a similar role or at least 8 years relevant working experience.

Qualifications acceptable for this role must be in Commerce, Economic or Business from a recognised educational institution.

2. Senior Auditor, (Internal Audit Division),

Band J

  • Master's Degree with no working experience.
  • Post Graduate Diploma with at least 1-year experience in a similar role or at least 3 years relevant working experience.
  • Bachelor's degree with at least 3 years' experience in a similar role or at least 4 years relevant working experience.

Qualifications acceutable for this role must be in Accounting, Professional Accounting or Finance, Business or Commerce with Accounting from a recogmised educational institution.

3. Economist, Budget Division,

Band L

  • Bachelor's degree with no working experience Diploma Certificate with at least 2 years' experience in a similar role or at least 3 years relevant working experience

Qualifications acceutable for this role must be in Accounting, Professional Accounting  or  Finance Business or Commerce with Accounting from a recognised educational institution.

4. Accountant, (Corporate Services Division)

Band L

  • Bachelor's degree with no working experience
  • Diploma Certificate with at least 2 years' experience in a similar role or at least 3 years relevant working experience

Qualifications acceptable for this role must be in Accounting2 Professional Accounting  or  Finance, Business or Commerce withwith Accounting from a recognised educational institution.

GCF Readiness Project (Contract positions)

1. Local Data Analyst,

duration 6 months, TOP$10,000-$20,000

a) Qualifications:

  • Tertiary Degree particularly in Data analysis or any degree relevant to mathematics and statistics, fisheries science, marine biology, aquaculture fisheries, environmental science, or other equivalent relevant qualifications from an accredited tertiary institution.

b) Experience:

  • At least 4 years' professional working experience in conducting data analysis relevant to coastal resources, including data collection, analysis and communication ofresults to inform management.
  • Understanding of cmTent Pacific Islands coastal fisheries management and climate change, science issues, and experience of working with gender issues relating to fisheries

Experience with donor-funded projects, especially projects involving regional organizations, and international organizations such as the World Bank, Asian Development Bank, and GCF would be an added advantage

2. Climate Resilient Fisheries Specialist

Duration: 9 months. Salary scale is between TOP$30,000-$40,000

a) Qualifications:

  • Postgraduate Degree or higher particularly in Fisheries Science, Marine Biology, Aquaculture fisheries, Climate Change or any degree relevant to Environmental Science or equivalent with equivalent qualifications from an accredited tertiary institution.

b) Experiences:

  • At least 4 years ofrelevant professional experience in climate change and/or fisheries management relevant to coastal resources, analysis and communication of results to inform project development.
  • Understanding of current Pacific Islands coastal fisheries management and climate change science risks and impacts, and experience of working with gender and social inclusion issues relating to fisheries management.

Experience with donor-funded projects, especially projects involving regional organizations, and international organizations such as the World Bank, Asian Development Bank, and GCF would be an added advantage

3. Gender Equity and Social Inclusion (GESI) Specialist,

duration 6 months, Salary scale is between TOP$10,000-$20,000

a.) Education and Professional Qualifications Required:

  • Postgraduate Degree or higher particularly in Gender/Women's studies, Human Rights, Law or any degree relevant to fisheries science, marine biology, aquaculture fisheries, environmental science, or other equivalent qualifications from an accredited tertiary institution.  

b.) Experience and Competencies Required:

  • At least 4 years of relevant professional experience in gender, women studies or human rights and law/policy to inform decision-making.
  • Understanding of current Pacific Islands coastal fisheries management and climate change, science issues, and experience of working with gender issues relating to fisheries.
  • Experience with donor-funded projects, especially projects involving regional organizations, and international organizations such as the World Bank, Asian Development Bank, and GCF would be an added advantage.

4. Consulting service

To prepare a pre­ feasibility study and review and finalize the Green Climate Fund (GCF) Concept Note "Towards climate change resilient coastal fisheries and aquaculture in Tonga”.

The consultant has to complete the work defined in the scope of services within approximately 60 working days (at a rate of $500 USD per w/day) over a period of four months from signing date.

a. ) Education

  • Master's degree in environmental science, climate change, fisheries, development studies or related field  

b) Experience and competencies

  • At least 5 years of professional expenence on climate change adaptation.
  • Sound knowledge of the fisheries and aquaculture context in the Pacific.
  • Demonstrated expenence with multi-stakeholder and multi­ disciplinary consultation processes
  • Previous expenence m feasibility studies, concept/proposal formulation for the Green Climate Fund, Adaptation Fund or Global Environment Fund is a strong asset.
  • Excellent analytical and drafting skills.
  • Attention to details and ability to think creatively Strong interpersonal skills.

5. Programme Manager,

duration: 12 months. TOP$20,000 per annum

a) Qualifications:

  • Bachelor's Degree or higher particularly in Project Management, Finance, or any degree relevant to management, administration and accounting or relevant qualifications from an accredited tertiary institution.

b) Experience:

  • At least 3 years' experience in management, finance, planning, and administration including data collection, reporting and communication of results to inform decision-making, approval and endorsement.
  • Understanding of current Pacific Islands coastal fisheries management, climate change and science issues, and experience of working with gender issues relating to fisheries. Experience with donor-funded projects, especially projects involving regional organizations, and international organizations such as the World Bank, Asian Development Bank, and GCF would be an added advantage

GCF Readiness Project - Climate Change Department (Contract positions)

1. Climate Change Monitoring and Evaluation Officer,

Duration: 2 years Salary range will be between TOP$20,000 to TOP$30,000

  • Bachelor's Degree with at least 3 years working expenence or Postgraduate Diploma in a relevant field

2. Climate Change Policy Officer (Full­ Time Position)

Duration: 2 years, Salary range will be between TOP$20,000 to TOP$30,000.

  • Bachelor's Degree in relevant field with at least 3 years' working experience or Postgraduate Diploma m Climate Change, Environmental Studies, Political Science, Law, etc.

3. Climate Change Project Development Officer,

Duration: 2 years Salary range will be between TOP$20,000 to TOP$30,000 per annum.

  • Bachelor's Degree in relevant field with at least 3 years' working experience or Postgraduate Diploma in Climate Change, Sustainability, International Development, etc.

4. Climate Change Technical Officer

Duration: 2 years Salary range will be between TOP$20,000 to TOP$30,000 per annum

  • Bachelor's Degree in relevant field with at least 3 years' working expenence or Postgraduate Diploma m Climate Change, Environmental Science, etc.

5. PMU­ Administration Support Officer

Duration: 2 years Salary range will be between TOP$6720 -10,080.00

  • Certificate level with relevant experience.

6. PMU - Project Finance Officer

Duration: 2 years Salary range will be between TOP$15,120 - 22,680

  • Diploma in Accounting.

7. Climate Change Communications Officer #1 (Full Time Position

Duration: 2 years Salary range will be between TOP$15,120 - 22,680

  • Bachelor's Degree or a relevant Diploma with at least 4 years of working experience.

8. Climate Change Communications Officer #2 (Full Time Position).

Duration: 2 years. Salary range will be between TOP$20,000 - TOP$30,000 per annum.

  • Bachelor's Degree or relevant Diploma with at least 4 years of working experience.
