Chief Operations Officer


The operations of the Retirement Fund Board of Tonga are governed by the provisions of the Retirement Fund Act 1998; Retirement Fund Board Act 1998 and the Retirement Fund (Administration) Regulations 1999. The Fund is seeking to engage suitably qualified and experienced applicants for Chief Operations Officer position.

Duties are as follows:

  1. Responsible for developing and improving the range and quality of services provided to Members and Employer
  2. Oversee reporting of Operational Performance Metrics to the Fund Board
  3. Work with Human Resource Staff for Operations Staff Training needs, Staff management and the monitoring of Operations procurement processes
  4. Work with CICTO to ensure appropriate Information Technology is being used by Operations staff and to ensure ongoing maintenance and update of Information Systems and Infrastructure is in place
  5. Develops and maintain Operation policies, standard and procedures, enforcing these to ensure the protection of assets and the integrity, security and privacy of member information.
  6. Supervises with other Senior Executives, the Annual Fund Review Process
  7. Responsible for ensuring that enquiries and complaints made to the Fund are handled with sensitivity in accordance with Fund Guidelines.
  8. Provides advice to the CEO on regulatory and policy issues affecting Fund Operations
  9. Liaise with DCEO to develop and implement the financial planning capability of the Fund to encourage, train and educate members to maximize their retirement benefits level
  10. Acts as a Team Manager, leading and managing colleagues as required in the Operations Division

Experience and Qualification

  • Bachelor Degree in relevant field and 5 years of relevant working experience.
  • Self-motivated and proactive with excellent time management skills and an ability to set priorities and manage deadlines.
  • Good working knowledge of auditing/fraud policies/preventative fraud measures.
  • Experience in formulating and implementing operational policies and guidelines.
  • Strong analytical and problem-solving skills with a flair for continuous improvement.
  • Exceptional written and oral communications skills.
  • Sound understanding of accounting and business concepts.
