The Ministry of Internal Affairs (MIA) & Ministry of Education and Training (MET) have received financing from the World Bank toward the cost of the Skills and Employment for Tongans Project (SET) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include managing of various responsibilities under Component 1 of the SET Project. It is anticipated that the position will commence as soon as possible for initial one year and will be extended based on satisfactory performance. They will be working within the Social Protection and Disability Division under the Ministry of Internal Affairs (MIA). The Ministry of Internal Affairs via the SET Project now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting: (a) cover letter indicating your interest, (b) resume to demonstrate that you meet the minimum requirements, and (c) statement of criteria. The criteria for selecting the Consultant are but not limited to:

a) Academic Background and Relevant Experience

  • Tertiary qualifications in Information Systems or Technology, Computer Science, Engineer, or related field.
  • At least 5 years of experience in relevant field with specific to MS SQL Server, Oracle, or MySQL.
  • Past experience in system administration positon for MS Windows Server, Active Director, Linux, etc.
  • Expertise in administration of various operating systems and networks.
  • Demonstrated experience in administrating and managing MIS software or platform will be an advantage.

b) Essential Specialized Skills/ Knowledge/ Competency

  • Analytic mindset and good problem-solving skills.
  • Excellent verbal and written communication skills.
  • Have the capacity and the confidence when working under pressure.
  • Microsoft MCSE certification or similar.
  • Familiarity with SQL and database operations.
  • Ability to work in a team and share skills, knowledge, and experience.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A firm is eligible to nominate an individual and, under such situation, only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual, must specify whether the contract would be signed with the firm or the proposed individual.

A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations. 1. Background information on the project

Tonga is currently implementing a Skills and Employment for Tongans (SET) project, financed by the World Bank under the IDA 18 cycle.

The total funding envelope is approximately US$20.90 million. The project is jointly implemented by the Ministry of Internal Affairs (MIA), Ministry of Education and Training, and the Ministry of Finance and National Planning. The project objective is to improve opportunities for secondary school progression and facilitate the transition to jobs in the domestic and overseas labor markets for Tongans. The project has four interlinked components: (1) Conditional cash transfer program for secondary school enrolment and attendance; (2) Strengthening technical and vocational education and training (TVET) provision; (3) Enhancing opportunities for labor migration; and (4) Project management, monitoring and evaluation, and centralized support. The project will support the poorest decile (some 1,500 plus households) with cash transfers conditional on them ensuring their secondary school age children enroll and regularly attend classes. It will provide Quality Improvement Grants to 8 TVET providers, and funds to cover tuition fees and living costs for some 600 TVET students from the poorest decile. Meanwhile, it will provide pre-departure training for some 8,000 Tongans and build a work-ready pool of 1,600 migrant workers.

This contract will be focused on providing technical support under Component 1 of the SET Project, which will enhance support for the management information system for the Conditional Cash Transfer (CCT) Program. The CCT Program is currently using a Management Information System, developed by Icon Associates Limited, to generate final list of beneficiaries for each payment. The Consultant will be responsible for the setting up and maintenance of the Management Information System (MIS) for the CCT Program ensuring that it is operating with optimal performance and security.

2. Objectives of the assignment

The objective of this assignment is to setup and provide maintenance support on all aspects of the CCT Management Information Systems, ensuring its functionality, regular data backup, and adherence to CCT manual. The Consultant is expected to have excellent ability to solve problems using their in-depth understanding of the information systems and computing solutions in responding to MIS related issues.

3. Scope of Services

The detailed scope of services to be provided is in accordance with the following:

  1. Monitoring MIS performance to ensure everything runs smoothly and securely. This includes making changes and improvements to minimize risks.
  2. Performing regular MIS data backups and ensure they are maintained in a secure environment such as oracle cloud for oracle databases and MS Azure for SQL server.
  3. Responding to user-reported errors/bugs promptly by diagnosing and resolving related hardware, networking, and system issues.
  4. Take an active role in protecting MIS against threats or unauthorized access, which includes replacing and upgrading defective or outdated components when necessary. User access to be controlled in alignment with the relevant MIS manual/policy.
  5. Facilitating the efficient transition of MIS to the preferred hosting option(s) including the installation, configuration, and maintenance of the system.
  6. Reviewing of MIS user manual as new features are incorporated into the system and ensure all the MIS documentations are up-to-date and relevant.
  7. Organizing MIS user training to the staffs at various level in a regular basis to ensure operational staff are able to use the system with full confidence and independently.
  8. Facilitating the user requirements analysis process.
  9. Liasing with relevant parties to initiate development of an MIS related policy that defines roles and responsibilities of users at various levels using the MIS, with specific to security, data protection, and privacy.
  10. Researching and recommending new approaches to improve the IT system.
  11. Regularly liaising with stakeholders in providing technical support on MIS related issues.
  12. Responding to other IT related tasks as directed by the Supervisor.

5. Expertise Requirements

The Consultant shall have the following criteria:

a) Academic Background and Relevant Experience

  • Relevant tertiary qualification in Information Systems or Technology, Computer Science, Engineering, or related field.
  • At least 5 years of experience in relevant field of Information Technology with specific to MS SQL Server, Oracle, or MySQL.
  • Past experience in system administration positions for Microsoft Windows Server, Active Director, Linux, etc.
  • Expertise in administration of various operating systems (including UNIX, Linux, Windows, Mac OS X), networks (NAT, DSN, routing, traffic control, shared services, wirelss protocols) etc.
  • Demonstrated experience in administering and managing MIS software or platform will be an advantage.

b) Essential Specialized Skills/ Knowledge/ Competency

  • Analytic mindset and good problem-solving skills.
  • Excellent verbal and written communication skills.
  • Have the capacity and the confidence when working under pressure.
  • Microsoft MCSE certification or similar.
  • Familiarity with SQL and database operations.
  • Ability to work in a team and share skills, knowledge, and experience.

It is expected that the Consultant must have the legal right to work in Tonga at the time of the application.

6. Duration of the assignment and estimated level of input

The duration of the assignment will coincide with the implementation period of the project (FY19FY23). The Consultant will commence as soon as possible full time for 12 months period and will be extended to the end of the project cycle based on satisfactory performance and need of the project.

7. Reporting requirements

The Consultant will prepare a quarterly report on key outputs and submit to MIA CEO via the Head of the Social Protection and Disability division, with regular updates to PMU Team Leader.

8. Services and Facilities to be provided by the Client

The Consultant will have access to a furnished office with computer, phone, and internet. As MIA is leading the SET Project, the Consultant is expected to follow the program core principles as set out in the Program Operation Manual and as follows:
