Consulting Services – Firms Selection

Assignment Title: COASTAL AND HARBOUR ENGINEERINGPART 1&2: INVESTIGATION, CONCEPT DESIGN, DETAILED ENGINEERING DESIGN, PROJECT MANAGEMENT, CONSTRUCTION SUPERVISIONNAFANUA PORT, ‘EUA & TAUFAAHAU PORT, HAAPAI

1.  The Government of Tonga (GoT) is applying for financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project II (TCRTP2) and intends to apply part of the proceeds for consulting services.

2.  The consulting services (“the Services”) include Part 1: Feasibility Study and Detailed Engineering Design for works on Nafanua Port, ‘Eua and Taufa’ahau Port, Ha’apai, Part 2: Construction Supervision of works packaged from Part 1.

3.  The total budget for port works to be funded by TCRTP2 is approximately US$5.0 million and cannot fully fund all the works to be designed by this assignment. For clarity, some of the works that are to be designed will not be constructed as part of this project, and thus will not require supervision services. These detailed designs will be available for Ministry of Finance (MOF) or development agencies to finance the physical works at some date in the future. Annex 1 includes the full list of works to be designed, a subset of which will actually be constructed and supervised as part of the TCRTP2 budget. 4.  The Executing Agency is the Ministry of Finance who will lead the Project via the Ministry of Infrastructure (MOI) as Implementing Agency. The MOI now invite interested and eligible Consulting Firms to provide an Expression of Interest demonstrating that the Firm possesses the relevant qualifications and experience to perform the services; i.e., significant demonstrable experience in Feasibility Study, Port Engineering Design and Construction Supervision. The Expression of Interest should consist of documentary evidence clearly defining company profiles/core business descriptions, descriptions of similar assignments (at least three similar assignments should be detailed) and experience in similar conditions (developing countries in particular the Pacific Region). It may include qualifications of the Firms own Senior Management Staff relevant to port engineering design, feasibility study and construction supervision. CVs are not required of proposed consultants. Shortlisted Firms will be invited to submit a Full Technical and Financial Proposal. Given the often-large number of submissions, firms should pay attention to the importance of brevity of the information to be sent.

5.  The shortlisting criteria with scores against each criterion are:

6.  Consultants may associate to enhance their qualifications. If Consultants wish to express interest as an Association, then they must clarify the nature of the proposed Association – i.e., whether it is a Joint Venture or a Sub-Consultancy. In the case of a Joint Venture, the Consultants shall send information for each member, as a separate assessment will also be done for each firm in the proposed Joint Venture. Please note the design and drafting team will not be subcontracted unless the subcontractor is a firm based in Tonga.

7.  A Firm will be selected using the Quality and Cost Based Selection (QCBS) method for Procurement as described in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers (issued July 2016, revised November 2017 and August 2018) and which can be found at www.worldbank.org.

8.  Expressions of Interest, including documentary evidence on the above requirements shall be delivered to the address below by Close of Business December 3, 2021. Firms should take into account timing of couriered documents to Tonga. Email submissions will be accepted in Low Resolution files (each) up to 3 MB only.
