Two (2) Chief Executive Officers (CEO

The Government of Tonga’s strategic vision for the future delivery of public services is aimed at streamlining its organizational platform to better deliver more efficient and effective public services for the people of Tonga.  To help achieve this aim, the Government of Tonga seeks to appoint Chief Executive Officers for a number of its Ministries.

Applications are welcomed from individuals who possess outstanding strategic thinking capacity, demonstrated leadership capability and superior management skills. Government CEOs are integral in supporting a productive and sustainable Public Service as Tonga continues its path towards constitutional reform. The CEO roles are particularly suited to individuals who are commercially focused, skilled in supporting innovation and providing direction to substantial change management initiatives at the policy, systems and process levels.

The roles will work closely with their responsible Minister and central agencies, not only as Chief Executive Officer, but also in defining and developing major organizational reforms aimed at optimizing the return on Government’s investment in services and programs. High orders of communication, negotiation and influencing skills are essential, as is a demonstrated track record of effective resource management.

Essential skills required of the advertised CEO roles will be to:

  • Provide the Minister with high quality policy and program development advice
  • Drive strategic planning and resource management accountabilities
  • Provide executive direction to professional, technical and operational teams
  • Identify improvements in service delivery and efficiencies in cost to government
  • Lead implementation of organizational & system changes to improve productivity
  • Model cross-Ministry and whole of government collaboration to ensure high standards of communication and customer service

Term of appointment: Contract term of up to four (4) years.

Remuneration: Based on the Government of Tonga, CEO Remuneration package.

1. CEO for Ministry of Health

Accountabilities

The Chief Executive Officer is responsible to the Minister of Health for implementing government policies and decisions, and for managing the administrative, operational and broader functions and activities of the Ministry.

Specifically, the purpose and essential skills of the role is to:

  • Provide accurate and timely policy advice to the Minister on a broad range of health issues.
  • Negotiate, manage, authorise and monitor expenditure of funds allocated by government and provided by donor agencies.
  • Oversee the preparation of the annual budget estimates for the whole of the Health Service and the allocation of resources, in line with Health organisation.
  • Strengthen informed decision making with the Ministry of Health through the provision of appropriate information management.
  • Guide change initiatives supporting the achievement of integration and transition processes in the context of organisational restructuring.
  • Effectively deal with specific health issues as they may arise, such as health emergency situations, the risks associated with settlements in swampy areas, motor vehicle injuries, health management of cardiovascular disease and diabetes, improving access to drugs and psychiatric care etc.

Experience and Qualification

  • Must be a Medical Officer registrable in Tonga with an appropriate post graduate qualification and;
  • Have worked for more than 4 years in the Health Sector at a senior leadership level equivalent to Chief Medical Officer or Division Head positions, of the Ministry of Health; OR
  • A Medical Officer registrable in Tonga with more than 15 years of work experience within the Health Sector and possesses very good strategic leadership track record within the Health Sector.

2. CEO for Education and Training

Accountabilities

The Chief Executive Officer is responsible and accountable to the Minister for Education and Training as prescribed under Section 4 and Section 9 of the Education Act, and under the statutory functions of Chief Executive Officers under the Public Service Act 2010 as amended for implementing government policies and decisions, and for managing the administrative, operational and broader functions and activities of the Ministry.

Specifically, the purpose and essential skills of the role is to:

  • Develop equitable access to and improve the quality of universal education for all children in Tonga (4 – 18yrs).
  • Improve access to quality of post-basic education and training to cater for different abilities and needs of students.
  • Increase the use of Information and Communication Technologies for teaching and learning.
  • Guide change in initiatives supporting the achievement of integration and transition processes in the context of organisational restructuring.
  • Build strategic management capability to ensure that executive management within the Ministry is innovative, flexible and responsive in discharging responsibilities.
  • Create a performance culture which reflects a high level of team work, harmony and collaboration and which builds organisational capability.
  • Forge strong relationships with executive stakeholders in other Agencies to ensure that strong relationship management drives the activities and actions of the Ministry.

Experience and Qualification

  • A Master’s Degree in an area relevant to the position and proven operational management experience of at least 7 years in a senior leadership and management position in Government or in a comparable organization, with proven high.
  • Performance delivery in policy, strategy, program administration and staff supervision and performance management in the relevant field.

Essential skills of the Government CEO position along with proven senior management experience and/or education and training background will be advantageous.
