(CONSULTING SERVICES)

Assignment Title: Consultancy to review and upgrade Civil Aviation Office Quality Management System.
Reference No. MOI2025-26/4-001
The Contracting Entity acting on behalf of the Ministry of Infrastructure has received funding from the Government and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) include, engage a consultant to review and upgrade Civil Aviation Office Quality Management System.
The Contracting Entity now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required minimum qualifications and relevant experience to perform the Services.
The short-listing criteria are:
- Proven experience in developing and implementing QMS for Civil Aviation Authorities or similar regulatory bodies.
- Strong knowledge of ICAO SARPs, ICAO Doc 9735, Doc 9859 and ISO 9001 or relevant policies and standards
- At least 7 years of international consulting experience in aviation regulatory systems.
- Relevant ISO-certified auditors and QMS experts on the team.
- Experience in training and capacity building in aviation organisations.
- Ability to work in Pacific Island contexts or similar developing state environments (desirable).
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Public Procurement Regulations.
Expressions of interest must be sealed in an envelope and delivered in a written form to the address below in person by hardcopy no later than 1200 noon (Tongan Time) on 26th January 2026.
Late, telegraphic, electronic and faxed will not be considered.
