BACKGROUND
Talitha Project is a non-government organization founded with the hopes of furthering the advancement of Tongan young women. We facilitate programs that are intended to instill knowledge and values in today's adolescent girls and young women on topics ranging from decision making to women's health and rights, economic empowerment, gender based violence, transformative leadership & political participation and disaster preparedness & humanitarian protection.
The Pacific Regional Initiative and Support for More Effective Counter-Trafficking in Persons (Pacific RISE-CTIP) project is a five-year project implemented by The Asia Foundation with funding from the United States Agency for International Development (USAID). Pacific RISE-CTIP aims to address trafficking in persons (TIP) through a holistic, multi-sectoral approach that engages an inclusive cross-section of Pacific Islands stakeholders from government, civil society, and the private sector to strengthen TIP prevention, protection, and prosecution. It is through this program that Talitha Project secured the support for the engagement of a male counsellor to provide counselling services to TIP and GBV offenders/victims and survivors.
OBJECTIVE
The main objective of this role is to provide counselling services to TIP and GBV offenders/victims and survivors. The counsellor will take lead on issues concerning the need to counselling on cases and provide relevant skilled assistance.
SCOPE OF WORK
She/he will work closely with the Talitha Project team in providing diversion and support to TIP and VB offenders, victims, and survivors. Assist with awareness and outreach to communities and schools and support matters relative to masculinities research.
DUTIES AND RESPONSIBILITIES
Within designated authority, the Male Counsellor will be responsible for the following:
- Provide diversion and support to TIP and GBV offenders, victims, and survivors
- Provide counselling services once needed and follow referral pathway or as directed by the Technical Working Group (TWG) for the victim/survivor should the case proceed through prosecution process.
- Ensure the inclusion of TIP aspect and element in awareness campaigns and activities.
- Assist with awareness and outreach activities to communities and schools.
- Provide support to matters relative to masculinities research.
- Strengthen collaboration with TWG and fellow CSO/NGO through availability of information and reports on counselling services provided.
- Seek out the availability of translators should there be a foreign national in need of counselling.
- Ensure increased awareness on TIP through inclusion of counselling services and the public are aware of the said service.
- Advice the Director on individual and/or group cases when identified and what appropriate approach is necessary for resolution.
- Establish a link and liaises with relevant individuals to improve the quality of life of victims/survivors.
- Ensure the provision of support to USAID Pacific RISE-CTIP and relevant stakeholders and partners to ensure prevention and protection mechanisms are in place to create a safe environment for all individuals who are affected throughout the process.
Education: A degree in the social sciences, psychology, or other related field.
Experience:
- Minimum 5 years of relevant professional experience, or the equivalent, in providing counselling services or relevant experience.
- Local knowledge and familiarity with some of the following: human rights, transnational organized crime, labor rights, gender-based violence, or similar or related development projects, preferably in the area of counter-trafficking in persons.
- Strong research background.
- Experience in reporting: design, coordination, monitoring, reporting, and networking.
- Experience in the non-governmental space
Skills:
- Excellent verbal and written communication skills in English and Tongan.
- Strong management skills, including design, coordination, monitoring, and administration.
- Strong network within government agencies, especially key institutions, local partners and members of civil society working on human rights and CTIP.
- Proven management, analytical, and research skills with strong problem-solving ability.
- Strong interpersonal and intercultural skills, including ability to work with cross- cultural individuals and adapt to sensitive situations.
- Strong attention to detail and ability to multi-task.
- Highly organized, proactive, energetic, and efficient.
- Proficiency in MS Word and Excel, email, and internet applications.
- Demonstrated experience and uphold a culture in the field of sexual exploitation and abuse, sexual harassment, gender based violence (PSEAH), Child Protection and Code of Conduct and humanitarian affairs.
