REQUEST FOR EXPRESSIONS OF INTEREST

The Kingdom of Tonga has received financing from the World Bank toward the cost of Health Enhancement and Resiliency, Tonga (HEART) Project, and intends to apply part of the proceeds for consulting services. The Ministry of Finance has established the Central Services Unit (CSU), as a monitoring unit to provide support to the preparation and implementation of all World Bank Projects. The CSU is staffed with a Program Manager and specialists in different fields (Procurement, Safeguards, Monitoring and Evaluation (M&E), Financial Management (FM), Communication, Engineering and Contract Management. There are Officers for each workstream to support the specialists, and other consultants as well that are significant to the operation of CSU.

The consulting services (“the Services”) include the recruitment of the Procurement Call Off, among others. The overall responsibility of the Call Off is to:

  • Work under the lead of CSU-PM and workstream specialists to provide support and solutions related to Procurement and Contract Management across portfolio.
  • Proactively support and work with all relevant Project Management Units (PMUs)/Implementing Agencies (IAs) in the areas indicated at (i) above for projects timely implementation and delivery to achieve Value for Money (VfM) in accordance with the Project Development Objectives while managing CSU resources efficiently.
  • Assist and support capacity building of CSU/PMUs/IAs.

This is a part-time position as and when needed basis (extendable upon consultant’s performance)

The Ministry of Finance now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.).

The criteria for selecting the Consultant are:

EXPERTISE REQUIREMENTS & EVALUATION CRITERIA

Curriculum Vitae (CVs) of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The candidate(s) with the highest score may be required for an interview and/or test and along with the reference checks as required to assess and validate information provided in applicants CVs and application. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits before being invited to negotiate a contract.

Minimum Requirements

  • Master’s degree in Business, Planning & Management, Public Administration, or any other related discipline.
  • At least 15 years’ broad experiences with the World Banks and international development donor or public funded projects and administration systems
  • Highly experienced and well versed in WB and ADB Procurement processes as per Procurement Regulations in the pacific region with specific experience in the Tonga and units like CSUs/PMUs
  • Verifiable experience in capacity building, technical advice and support, developing and documenting systems, procedures, processes, STEP and guidance for development projects
  • Demonstrated experience in reporting, presentations, conducting training programs development and execution
  • Fluency in English, MS-Office, and demonstrated ability to be able to write succinct reports which clearly articulate identified issues.

Desirable Requirements

  • Previous experience in Donor (The World Bank and similar donors) funded projects
  • Previous experience and developing countries and similar assignment, particularly working in Tonga
  • Demonstrated ability to work well with diverse team and various levels of government
  • A knowledge working in Pacific region and in Tonga

Scoring
Qualification/Education (20 marks):

  • Degrees indicated above and related fields
  • Bachelor’s degree:10 points; Master’s degree: 20 points

Duration of Relevant Experience: 40 points

  • 5+ to 10 years experience (20 points)
  • 10+ to 20 years experience (40 points)

Knowledge and Skills: 40 points

  • Experience with MS Office and World Bank and Capacity Building Training (20 points)
  • Highly familiar with the overall operations of WB funded projects (10 points)
  • Any other relevant areas of expertise pertaining to tasks, deliverable and procurement support (10 points) 

The remuneration package for this position is attractive and will be determined based on qualifications, experience, and previous remunerations for similar assignments.

 A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be considered. The firm, if proposing an individual, must specify whether the contract would be signed with the firm or the proposed individual.

The attention of interested Consultants is drawn to SECTION III paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated November2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Paragraph 7.22, 7.25, 7.36 to 7.37 of the Procurement Regulations (Feb. 2025).
