The Ministry of Education and Training has received financing from the World Bank toward the cost of Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:

  1. Cover letter stating your interest and responding to the selection criteria (maximum 2 pages)
  2. Resume and Supporting Documents to demonstrate that you meet the minimum requirements (maximum 5 pages).

The criteria for selecting the Consultants are provided in detail in the TOR but not limited to:

  1. Tertiary qualification in education or a recognised qualification in teaching. Certificate in Elementary Teacher or a related discipline is a must.
  2. A Bachelor’s degree in a relevant area, such as Education, Economics or Public Policy will be considered an advantage.
  3. Minimum three years of relevant professional experience in teaching, education or public policy development or other relevant area.
  4. Experience with the revision of curricula and teacher professional development would be an advantage.
  5. Experience with management of key educational data through an information system. Experience in a similar role in donor funded project will be considered an advantage
  6. Working experience with MET or other education stakeholders in Tonga.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
