REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES)

Project Name: Green Climate Fund – Strengthening Adaptation Planning in Tonga Project (GCF-SAPT Project)

• Environmental Impact Assessment Consultant

• Cost Benefit Analysis

• Feasibility Study Consultant

Extended deadline: 1200 noon on 03 June 2024

Assignment Title 1 : Environmental Impact Assessment Consultant
Reference No. MEIDECC#13/2023-2024

The Contracting Entity acting on behalf of the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications has received funding from the Government and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) including carrying out tasks in compliance with Tonga’s EIA Act and Regulation 2016 and relevant national regulations and guidelines.

The Contracting Entity now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required minimum qualifications and relevant experience to perform the Services.

The short-listing criteria are:

  • Master’s or Post-graduate degree in Science, Climate Change, Environmental Science, Biology, Environmental Engineering or related field.
  • At least seven (7) to ten (10) years of experience in conducting of EIA in Tonga
  • A full understanding of the EIA process and regulations
  • Experience with consultations and participatory approaches in a multi-stakeholder situation.
  • Ability to show high observational fields skills.
  • Experienced and have good technical skills.
  • Excellent command of written and spoken English with excellent writing skills
  • Ability to work independently and provide deliverables on schedule.
  • Computer literacy and demonstrated knowledge of software packages including Microsoft suite of programmes.

Assignment Title 2 : Cost Benefit Analysis
Reference No. MEIDECC#14/2023-2024

The Contracting Entity acting on behalf of the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications has received funding from the Donor and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) including developing of Cost-Benefit Analysis (CBA) tools, conducting CBA for the adaptation options to be used in flash flood-prone areas in Vava’u Island Group and conduct stakeholder consultations for the communities to present the findings from the CBA undertaken. The duration of the consulting services will be 90 working days.

The Contracting Entity now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required minimum qualifications and relevant experience to perform the Services.

The short-listing criteria are:

  • Master’s degree in Economics, Accounting, Management or related field
  • At least 5-10 years of experience in conducting Cost-benefit analysis in Tonga.
  • Ability to show high analytical skills.
  • Excellent command of written and spoke English with excellent writing skills.
  • Experience with consultations and participatory approaches in a multi-stakeholder situation.
  • Ability to work independently and provide deliverables on schedule.
  • Computer literacy and demonstrated knowledge of software packages including Microsoft suite of programmes.

Assignment Title 3 : Feasibility Study Consultant
Reference No. MEIDECC#12/2023-2024

The Contracting Entity acting on behalf of the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications has received funding from the Government and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) including the preparation and conduct of the feasibility study of the identified prioritized areas.

The Contracting Entity now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required minimum qualifications and relevant experience to perform the Services.

The short-listing criteria are:

  • Master’s and/or Postgraduate degree in Science, Climate Change, Environmental Science, Civil Engineering, or related field.
  • At least 5-10 years of experience in conducting feasibility studies in Tonga and/or in the Pacific Islands Countries.
  • Experience with consultations and participatory approaches in a multi-stakeholder situation.
  • Ability to show high analytical & observational field skills.
  • Excellent command of written and spoken English and Tongan with excellent writing skills.
  • Ability to work independently and provide deliverables on schedule.
  • Computer literacy and demonstrated knowledge of software packages including Microsoft suite of programmes.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and cost-based selection (QCBS) method set out in the Public Procurement Regulations.
