The Government of Tonga has received financing from the World Bank toward the cost of Tonga’s Statistical Innovation and Capacity Building in Tonga Project. The total funding envelope is US $2 million. The project objective is to improve the quality and efficiency of welfare data collection, and accessibility to comparable welfare data in Tonga. The project intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include supporting of the Government Statistician in redefining the Tonga Statistics Department's scope and outputs, support the reform initiative by enhancing operational capabilities, and improve the quality of the Household Income and Expenditure Survey report and data dissemination. Additionally, aid in capacity development by establishing clear job descriptions and providing timely advice on any gaps or improvements to achieve the assignment's objectives.

It is anticipated that the consultant will commence as soon as possible on a part-time basis for 2 years initially, with the potential for extension contingent upon performance evaluations and project requirements. The Tonga Statistic Department (TSD) is the implementing agency and now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, etc.)

The criteria for selecting the Consultant are:


  • Possession of a Master’s degree in statistics or a related discipline.


  • A minimum of 15 years of relevant professional experience, with at least five years at a level equivalent to a government statistician, overseeing and enhancing the functions of a statistics office.
  • Prior experience in a similar role within a donor-funded project is highly advantageous.
  • Demonstrated work experience in Tonga, particularly with relevant stakeholders reliant on statistical data, is desirable.
  • Overseas experience in countries or regional organizations engaged in similar work is essential.

Skills & Knowledge:

  • In-depth knowledge of statistics and related government functions in Tonga acquired through engagement with government and/or non-government organizations with a significant reliance ondata.
  • Analytical skills: Demonstrated policy development, delivery, and analytical capabilities with a robust statistical focus.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, and familiarity with other database management software is required.
  • Practical communication skills: Proven experience in cross-cultural settings, with exceptional professional oral and written communication abilities in English, covering email correspondence,audio/video conferences, and face-to-face interactions with the Bank, Government officials, and other stakeholders. Proficiency in the Tongan language is highly desirable.
  • Organizational skills: Ability to work efficiently under pressure, meeting project implementation timelines and deadlines.
  • Process-oriented skill: Strong proficiency in process development and orientation.
  • Teamwork and Advisory skills: Demonstrated effectiveness in teamwork, including the ability to provide advice, mentorship, and coaching in statistical methods.
  • Work Ethics: Proven high personal integrity and dedication to national and international professional work ethics and standards, particularly in managing challenges within a resource-constrained environment.

Scoring: CVs of eligible candidates that meet the minimum requirements will be scored according to the following criteria:

2) Adequacy for the Assignment (relevant education, training, experience in the sector/similar assignments) 60
3) Competences and other personal aptitudes/skills (fluency in both Tongan and English languages, computer literate and well-versed skills in MS Office software, Good analytical skills, result-oriented, honesty and integrity, etc.) 20

The Advisor will be selected through the “Individual Consultant Selection method” in accordance with the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations) of November 2020.
