The Government of Tonga has secured financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project II (TCRTPII). The Project development objective is to “to improve the climate resilience and safety of the Recipient’s transport sector, and, in case of an Eligible Crisis or Emergency, respond promptly and effectively to it”.

The Ministry of Infrastructure is the Implementing Agency for the TCRTP II and is responsible for the achievement of the Project Development Objective and the implementing of works and securing services and goods in order to effectively and efficiently implement the Project.

The Ministry now seeks services of a Communication and Monitoring & Evaluation Officer to provide the Projects with effective and efficient communication services and assist in providing the appropriate contribution to the timely and effective monitoring and evaluation of activities under the Projects including the results framework and key performance indicators (KPIs) is such a manner that the overall delivery of the PMU’s outputs is enhanced. The role provides key inputs to the PMUs work plan for the delivery of outputs, and the M&E of progress in delivering these outputs. The Officer will also provide advice to others in the PMU to facilitate their contribution to the PMUs overall M&E. It is anticipated that the consultant will commence as soon as possible for a 2-year full time-based contract, with an initial probation period of six months. The Officer will be required to participate in induction, in part from MOI and the PMU, and in part from CSU. Before their probation is confirmed, they will have to pass an assessment to determine their suitability to continue in the post. The contract may be extended for 1-year, depending on need and performance. MOI may advertise the position again after the 2-year contract. Depending on performance, the Officer may be considered for the next phase. This role is intended for Tongan Nationals.

The TCRTP II now invites eligible consultants (“Consultants”) to indicate their interest in providing the Service.
Interested Consultants should provide the following information:

  1. A statement addressing the selection criteria.
  2. An updated (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services.
  3. A list of 3 referees with contact details.

The selection criteria are:

Essential Qualifications and Experience

  1. At least a Bachelors’ degree in Communication, Economics, Social Science, Public Policy, Public Administration, Business or similar discipline from a recognized university or academic institution and at least 5 years work experience
  2. Demonstrated experience in implementation of project communication processes and working with stakeholders at Government and community levels
  3. Demonstrated experience in preparing official reports and briefings
  4. Demonstrated experience in data collection, consultations, analysis and presentations
  5. Demonstrated experience in working in a M&E work environment
  6. Advanced level in Microsoft Office (Word, Excel, Powerpoint, Outlook)
  7. Intermediate level in any Gantt Chart software (e.g.: MS Project or Project Plan)
  8. Must have excellent skills in oral and written communication in both English and Tongan

Desirable

  1. Experience in working for donor funded projects

A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual, must specify whether the contract would be signed with the firm or the proposed individual.

A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations.
