The hike in the price of fuel is blamed on a drop in the value of the Tongan pa'anga against the US dollar.

Not true.

The USA dollar since its last high in August 2010 has been continuously declined compared to the pa'anga ever since, with only very minor fluctuations. And then since mid March 2011 the decline was suddenly accelerated.
