ADB and SPC team up to promote ICT development in the Pacific [1]

THE Asian Development Bank (ADB) and the Secretariat of the Pacific Community (SPC) are working together to identify opportunities for joint information and communication technology (ICT) initiatives in the Pacific Islands region.
The partnership became official when ADB and SPC signed a letter of agreement this month, enabling SPC to join an existing ADB regional technical assistance programme to explore innovative ICT services and applications to promote inclusive growth and poverty reduction in ADB's Pacific developing member countries.
Key activities planned under the first phase of the regional technical assistance include: 1) conducting a review of different options for international connectivity for Pacific developing member countries; 2) implementing a regional study of ICT interventions for inclusive growth and poverty reduction; 3) developing an interactive online resource hub for key areas of ICT intervention; and 4) organising a regional workshop to share the findings of the regional study and build understanding and support among partners.
During phase two, potential programmes to promote the use of ICT for inclusive growth and poverty reduction will be identified based on the results of phase one. Priority areas will then be considered for detailed consultations between partners. Feasibility studies examining the needs of target populations, projected demand, appropriate technology, and value-added services that can be delivered will be conducted. During the second phase, investment proposals will be developed and existing ICT and telecommunications regulations and laws relevant to the investment plan will be reviewed.
