Rising drug offences drive overcrowding at Hu’atolitoli Prison, Commissioner warns [1]

Hu’atolitoli Prison on Tongatapu is coming under increasing strain as a surge in drug-related offending pushes inmate numbers higher, raising concerns about overcrowding, rehabilitation capacity, and delayed infrastructure projects.

The new Commissioner of Prisons, Laini Manuofetoa, who took office last July, says the facility is already struggling to cope. Designed to hold around 300 inmates, the prison currently houses just over 240—but Manuofetoa said even that number is stretching space and staffing beyond comfortable limits.

“There are too many prisoners for the available space here. The facility is too small to accommodate the prisoners properly,” he told Matangi Tonga in an interview on 15 April 2026.

A key driver of the pressure is the rise in drug-related crime. Manuofetoa said offenders linked to drugs now make up the largest group entering the prison system.

“About 36% of offenders coming from the courts are linked to drug crimes, and this number is expected to grow,” he said.

The growing proportion of drug-related cases is not only increasing inmate numbers but also placing additional demands on rehabilitation services. vIn response, strengthening rehabilitation programmes has been identified as a priority under the government’s 100-day plan. Manuofetoa said reviving effective support systems is critical to reducing reoffending.

“We work closely with church leaders, who support the spiritual wellbeing of prisoners,” he said.

He added that programmes run by the Salvation Army are helping inmates address underlying issues.

“These programs help prisoners to change their lives, especially those who were involved with drugs, alcohol, and domestic violence.”

At the same time, delays in key construction projects are compounding the pressure. Planned upgrades at Hu’atolitoli—including perimeter fencing and a dedicated facility for female prisoners—have been slowed by administrative issues.

“We need to finish this facility because the number of female prisoners is increasing,” he said.

The number of female inmates currently ranges between 17 and 20, with expectations of further increases as more women are remanded in custody while awaiting trial.

The prison also houses a psychiatric unit built by the Ministry of Health to accommodate inmates with mental health conditions—another area where demand is rising.

Despite the growing population, Manuofetoa said basic living conditions are being maintained. Prisoners sleep on raised concrete platforms, with some using carpets or Chinese mats (fala siaina). A limited number of mattresses are available, and many inmates rely on their own blankets and pillows.

Many of these items were donated by foreign governments about two years ago and remain in use.

While bedding is generally adequate, Manuofetoa noted that additional support is needed during colder periods.

Prisoners are also provided with basic daily items including plates, cups, utensils, tables, and chairs.

Even so, the Commissioner warned that without further investment in infrastructure and rehabilitation, pressure on the prison system will continue to build.

“Without further support and expansion, the prison system will continue to face increasing strain.”
