The letter published by the Taimi 'o Tonga, detailed a complaint by the CEO over alleged misuse by a government minister of a cheque that had been donated by the Chinese Embassy as a contribution toward a three-days Tongatapu Festival that was scheduled to run from December 26-28.

The festival was cancelled just before the Civil Servants went on holiday, "because it clashed with the Christmas Break".

Today Edgar Cocker did not want to make any comment on the content of his letter other than to say that, "the matter is with the Prime Minister and an investigation is currently being carried out, possibly by the Crown Law, to confirm this allegation, and a decision should be made public soon."
