The Energy Commission is seeking expressions of interest from experienced persons who wish to be considered for appointment as the Commission’s FINANCIAL CONTROLLER / REGULATORY AUDITOR. This position is now available.

Job Title
Financial Controller/Regulatory Auditor
Qualifications
To be eligible for the appointment a candidate must: -
- Hold a Bachelor’s Degree in Accountancy or Economics from a recognized Tertiary Institution;
- Hold a Professional Accountancy Qualification; and
- Must have at least seven years experience at a senior level in Financial Control and, ideally, also in Infrastructure Regulatory Fundamentals;
- Produce two Character References and two Professional References.
- Hold a clean driving license

- Independently Conducting audit inspections;

- Be able to work to deadlines, be highly organized, and have the ability to work under pressure;
- Ability to track information from sources relating to a particular activity; and
- Ability to stand his/her ground when seeking information.
- Willing to travel to other locations;
- Very high level of analytical skills and knowledge
- Capacity to present data in graphics for a broad understanding of stakeholders;
- High proficiency in Microsoft Excel, Word, and PowerPoint
- High standard of oral and written communication skills;
- Demonstrate a high level of professional achievement;
- Demonstrate an advanced level of knowledge and understanding of Accountancy and Audit Standards, and ideally also of Regulatory Economics;
- Fluency in written both English and Tongan;

Responsibilities
- Provide accurate and timely accounts, and analytical information required;
- Have a strong focus on integrity in all business matters
- Ensure all taxes (and any other Government or regulatory returns are prepared) and paid on time;
- Communicate well with regulated entities, suppliers, banks, and Government bodies to facilitate accuracy and timely accounts;
- Control of accountable documents and petty cash, ensuring all internal controls are strictly followed;
- Train staff on the use of accounting software, bookkeeping, procedures, and other financial transactions;
- Prepare projections when required and assist with the preparation of annual budgets and review of insurance;
- Undertake financial analysis of regulated entities as required;
- Carry out various projects and such other tasks as requested from time to time by the Commission, CEO, or General Administrator; and
- Carry out Regulatory Audit of power suppliers as tasked by the Commission.
