The Ministry of Finance is seeking to engage suitably qualified and experienced applicants for the following vacant positions:

Minimum Requirements

1. Principal Legal Officer,
Financial Framework Division

(Band I)
$31,147- $46,721

  • Master’s degree with at least 3 years relevant working experience
  • Professional Diploma in Legal Practice and bachelor’s degree with at least 5 years relevant working experience

Qualifications acceptable for this role must be in Law from a recognized common law institution/jurisdiction.

2. Senior Auditor
(Internal Audit Division)

Band J
$27,686 - $41,530

  • Master’s Degree with no working experience
  • Post Graduate Diploma with at least 1-year experience in a similar role or at least 3 years relevant working experience
  • Bachelor’s degree with at least 3 years’ experience in a similar role or at least 4 years relevant working experience
  • Qualifications acceptable for this role must be in Accounting, Professional Accounting or Auditing from a recognised educational institution.

3. Accountant (Corporate Services Division)

Band L
$20,075- $30,107

  • Bachelor’s degree with no working experience
  • Diploma Certificate with at least 2 years’ experience in a similar role or at least 3 years relevant working experience
  • Qualifications acceptable for this role must be in Accounting, Professional Accounting or Finance, Business or Commerce with emphasis in Accounting from a recognised educational institution.

4. Assistant Secretary
(Corporate Services Division)

Band L
$20,075- $30,107

  • Bachelor’s degree with no working experience
  • Diploma Certificate with at least 2 years’ experience in a similar role or at least 3 years relevant working experience
  • Qualifications acceptable for this role must be in Human Resource Management, Public Administration, Management, Industrial Relations, Economics, Accounting, Commerce, Public Policy, Arts, Employment Relations, Information Technology, Statistics, Training or Law from a recognised educational institution.

5. Economist
(Budget Division)

Band L
$20,075- $30,107

  • Bachelor’s degree with no working experience
  • Diploma Certificate with at least 2 years’ experience in a similar role or at least 3 years relevant working experience
  • Qualifications acceptable for this role must be in Commerce, Economics, or Business from a recognized educational institution

6. Daily Paid Watchman

(TOP$33.16 per day of work)

  • Form 5 TSC or equivalent of Certificate level 1
  • *Exceptions: Cleaners, Caretakers, Groundskeepers, Handymen, Watchmen, Laundry Assistants (basic literacy and numeracy skills will be required in the absence of secondary school)

7. Project Coordinator,
PARTneR-2 Project Tonga

(2 years)

Education and Professional Qualifications sought:

  • Prefer a tertiary qualification, and in a relevant field, such as disaster risk management, GIS, environmental studies, climate change, etc.

Work experience required:

  • 3+ years of work experience.
  • Supervisory and project management experience.
  • Climate change and disaster risk management experience.
  • Facilitating training, meetings, and workshops.
  • Writing reports and presentations.
  • Engaging with stakeholders including government, private sector, community groups, and other development partners.
  • Working in the Pacific Region and in Tonga.
  • Working with government, international and regional organisations.

8. Climate Resilient Fisheries Specialist
Duration: 9 months

Salary scale is between TOP$30,000-$40,000

a) Qualifications:

  • Postgraduate Degree or higher particularly in Fisheries Science, Marine Biology, Aquaculture fisheries, Climate Change or any degree relevant to Environmental Science or equivalent with equivalent qualifications from an accredited tertiary institution.

b) Experience:

  • At least 4 years of relevant professional experience in climate change and/or fisheries management relevant to coastal resources, analysis and communication of results to inform project development.
  • Understanding of current Pacific Islands coastal fisheries management and climate change science risks and impacts, and experience of working with gender and social inclusion issues relating to fisheries management.
  • Experience with donor-funded projects, especially projects involving regional organizations, and international organizations such as the World Bank, Asian Development Bank, and GCF would be an added advantage.

9. Gender Equity and Social Inclusion (GESI) Specialist
Duration: 6 months

Salary scale is between TOP$10,000-$20,000

a) Education and Professional Qualifications Required:

  • Postgraduate Degree or higher particularly in Gender/Women’s studies, Human Rights, Law or any degree relevant to fisheries science, marine biology, aquaculture fisheries, environmental science, or other equivalent qualifications from an accredited tertiary institution.

b) Experience and Competencies Required:

  • At least 4 years of relevant professional experience in gender, women studies or human rights and law/policy to inform decision-making
  • Understanding of current Pacific Islands coastal fisheries management and climate change, science issues, and experience of working with gender issues relating to fisheries Experience with donor-funded projects, especially projects involving regional organizations, and international organizations such as the World Bank, Asian Development Bank, and GCF would be an added advantage.

10. Programme Manager
Duration: 12 months

Salary scale is TOP$20,000 per annum

a) Qualifications:

  • Bachelor’s Degree or higher particularly in Project Management, Finance, or any degree relevant to management, administration and accounting or relevant qualifications from an accredited tertiary institution.

b) Experience:

  • At least 3 years’ experience in management, finance, planning, and administration including data collection, reporting and communication of results to inform decision-making, approval and endorsement.
  • Understanding of current Pacific Islands coastal fisheries management, climate change and science issues, and experience of working with gender issues relating to fisheries.

Experience with donor-funded projects, especially projects involving regional organizations, and international organizations such as the World Bank, Asian Development Bank, and GCF would be an added advantage

11. Climate Change Monitoring & Evaluation Officer
Duration: 2 years

Salary range will be between TOP$20,000 to TOP$30,000

  • Bachelor’s Degree with at least 3 years working experience or Postgraduate Diploma in a relevant field

12. Climate Change Policy Officer
(Full-Time Position)
Duration: 2 years

Salary range will be between TOP$20,000 to TOP$30,000 per annum

  • Bachelor’s Degree in relevant field with at least 3 years’ working experience or Postgraduate Diploma in Climate Change, Environmental Studies, Political Science, Law, etc.

13. Climate Change Project Development Officer

Duration: 2 years

Salary range will be between TOP$20,000 to TOP$30,000 per annum

  • Bachelor’s Degree in relevant field with at least 3 years’ working experience or Postgraduate Diploma in Climate Change, Sustainability, International Development, etc.

14. Climate Change Communications Officer #1
(Full Time Position)
Duration: 2 years

Salary range will be between TOP$20,000 – TOP$30,000 per annum

  • Bachelor’s Degree or a relevant Diploma with at least 4 years of working experience

15. Climate Change Communications Officer #2
(Full Time Position)
Duration: 2 years

Salary range will be between TOP$20,000 – TOP$30,000 per annum

  • Bachelor’s Degree or relevant Diploma with at least 4 years of working experience

16. PROJECT MANAGEMENT COORDINATOR(PMC)
(2 years)

Salary range will be between TOP$25,000 to TOP$36,000

QUALIFICATIONS AND WORK EXPERIENCE

  • Post graduate or Master’s Degree

SKILLS AND WORK EXPERIENCE

  • Must have at least over 5 years of experience in Project Management and Coordination
  • Must have at least over 5 years of experience working in the Civil Society Sector (CSO) at National, Regional and International Level including working with donor partners, development partners and Tonga Government and other key stakeholders
  • Has a very good understanding of Climate Change in the Pacific Region and Tonga
  • Has a very good understanding of Climate Change and its impact on Tonga’s most vulnerable groups including People with Disabilities (DPOs), Women and Children, Elderly and minority groups
  • Has an excellent understanding of the Civil Society Forum of Tonga (CSFT) and Lavame’ata’eiloa People with Disabilities Association (LATA) and their respective work in relation to Climate Change Issues in Tonga.
  • Have very strong leadership skills with critical thinking and can think ‘outside the box’
  • Personal organization and ability to manage workload
  • Has strong communication and interpersonal skills with the ability to address a broad range of audiences and is fluent in both English and Tongan speaking and writing.
  • An excellent team leader and player
  • Is a people’s person and has a good sense of humour
  • Can work well with the project Target audient and direct beneficiaries who are CSOs and Community Based Organisations

17. IT SPECIALIST (2 years)

Salary range will be between TOP$20,000 to TOP$30,000

QUALIFICATIONS

  • Bachelor’s Degree in relevant field

SKILLS AND WORK EXPERIENCE

  • Must have at least over 2 years of experience in Project work related to Climate change
  • Must have at least some experience working in the Civil Society Sector (CSO) at National, Regional and International Level including working with donor partners, development partners and Tonga Government and other key stakeholders
