Tonga Emergency Medical Team (EMT) Coordinator (Nuku’alofa, Tonga)

The World Health Organization (WHO) is seeking a qualified individual to serve as the Tonga Emergency Medical Team (EMT) Coordinator in Tonga. The officer will provide technical and administrative support for implementing EMT initiative in Tonga.

Job description:

  • Facilitate/contribute to the operations of the national EMT Technical Working Group (TWG), national EMT structures;
  • Maintain and expand a roster of trained emergency response personnel for national EMT preparedness and response;
  • Provide support to the Ministry of Health and other relevant government agencies to develop/update guidelines, plans, strategies, tools and materials relevant to national EMT development and operations, including updating and operationalizing national health emergency preparedness and response plans and standard operating procedures (SOPs);
  • Contribute to training national EMT volunteers/staff, as well as MOH staff involved in emergency coordination functions at the national and sub-national levels;
  • Contribute to planning the procurement and management of TEMAT’s “cache” – which will include personal deployment kits, tents, power/water supply equipment, pharmacy and medical supplies and other equipment to support clinical and public health deployments in emergencies.
  • Organize trainings, workshops, meetings and simulation exercises’
  • Participate in national and sub-regional EMT workshops and exercises;
  • Provide monthly progress briefings/updates and written status reports on the national EMT capacity strengthening and development to the MOH, WHO Country Liaison Office (CLO) and the Pacific EMT Focal Point(s).
  • Contribute to internal MOH, government, donor and external reporting related to health emergency preparedness and response and national EMT implementation.
  • Support planning and system development to support coordination of incoming international EMTs, when requested, and on-site monitoring as specified in the WHO guidance on EMT classification and minimum standards.
  • To perform other related duties as assigned by the supervisors.

Subject to the agreement of both parties, these terms of reference may be modified from time to time, as required in the interest of the project/activity.

The signatory will primarily work under the direction of and will report to responsible officer at Ministry of Health and technically report to the WHO Country Liaison Officer in the Country Liaison Office, Tonga.

Educational and experience requirements:

• Education

  • Essential: degree in public health, emergency management, medicine or nursing, or another field related to national EMT development and coordination.
  • Desirable: additional tertiary or post-graduate qualifications in public health or other health related field 

• Professional experience

  • Essential: At least 5 years of working experience in health and/or emergency management
  • Desirable: experience formulating SOPs, organizing trainings/meetings and planning/implementation of projects highly beneficial. Familiarity with emergency management, government institutions, and/or NGO programming is desirable.

• Other desirable requirements

  • Formal emergency/disaster preparedness experience is not required, but candidates should be enthusiastic about disaster/emergency preparedness and response, with a strong interest in coordination.
  • Strong writing skills in English, and confident public speaking and presentation skills;
  • Comfort with routine information technology in professional settings, including MS Office/Outlook, Zoom, etc.
  • Ability to work with and coordinate groups of diverse stakeholders toward a common objective;
  • Ability to work harmoniously as a member of a team and adapt to diverse educational and cultural backgrounds; and
  • Ability to work under tight deadlines with self-initiative.

Details of the proposed position:

  • Salary for this position will be based on qualifications and experience based on the local Government rate
  • Duration of position: 6 months, with potential to renew (subject to performance and funding)
  • The person will be provided office space and necessary office equipment in the Tonga Ministry of Health
