The Kingdom of Tonga has received financing from the World Bank toward the cost of the Skills and Employment for Tongans (SET) Project, and intends to apply part of the proceeds for consulting services. The Ministry of Finance has established the Central Services Unit (CSU) to provide services related to: (i) project preparation and implementation, and (ii) capacity building. For project preparation and implementation, the role of the CSU is to provide both implementation and advisory services in the common fiduciary functions such as Procurement, Financial Management (FM), Safeguards, Monitoring and Evaluation (M&E), and Engineering and Contract Management.

The consulting services (“the Services”) include the recruitment of the CSU Monitoring and Evaluation Specialist, among others. The overall responsibility of the consultant is to proactively work with all relevant Implementing Agencies (IAs) to: a) ensure the monitoring of project outputs are captured properly, b)relate the project output with expected outcomes, outcomes are evaluated for consistency with the Project Development Objectives as translated in the Results Framework of the Project Appraisal Document of all the projects in the portfolio and c) the other core objective is to develop national capacity on Monitoring and Evaluation tools, techniques and process implementation. .

This is a full-time position for 21 Months (1 year and 9 months) that may be extended based on needs and performance of the consultant to provide support to multiple projects. Expected start date of the position is January 2022.

The criteria for selecting the Consultant are:

Expertise Requirements

  1. Essential
  1. Qualifications: Advanced degree in a relevant discipline (e.g. social sciences, international development, econometrics, economics, statistics, or other related fields).
  2. Experience:
    1. Overall ten (10 years) of experience of which at least five (5) years of M&E work experience in a field related to rural infrastructure development, planning and management.
    2. Experiences in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project performance, accountability of stakeholders and learning outcomes.
    3. Experience in projects in developing countries in designing and field-testing surveys and other data collection instruments.
    4. Experience in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting. 
    5. Experience with developing M&E policies, practices and procedures.
    6. Experience and proven track record on the development of MIS systems.
    7. Applicants must have legal right to work in Tonga at the time of application.
    8. Applicants that are civil servants of Tonga at the time of application are ineligible and the application will be rejected.

Experience with Development Bank (World Bank/ Asian Development Bank etc.) financed projects, processes and procedures is an advantage.

Academic background and experience

  • Bachelor’s Degree in environmental and / or social impact assessment, environmental science, social development, environmental engineering, planning or applicable relevant discipline.
  • Ten years relevant experience in the assessment and management of environmental and / or social impacts from infrastructure projects, with international experience desirable. 
  • Experience with or understanding of, the multi-lateral development partners’ environmental and social policies or equivalent development partner policy implementation, including familiarity with the Shared Approach for Management of Environmental and Social Risks.
  • Ability to understand and translate Tonga’s contemporary development and environmental challenges, which would include developing a good working knowledge of Tongan social and environmental legislation.
  • Understanding of Tongan government systems and line ministry functions and interactions, including sectoral challenges related to environmental and social risk are highly desirable
  • Understanding of Tongan culture and traditional governance structures are highly desirable.
  • Knowledge of occupational, health and safety (OH&S) risks and management appropriate to construction sites and infrastructure development.

Selection Criteria:

MOF’s evaluation will be based on the candidates’ CVs. MOF will first verify whether candidates meet the assignment’s minimum requirements. Candidates that do not meet these requirements will be rejected at this stage. MOF will then score the CVs of the remaining candidates. MOF will invite the candidate with the top score for interview and contract negotiations.  In the unlikely event that negotiations are unsuccessful, MOF may invite the second ranked candidate for interview and negotiations.

    • Minimum Education: BA/BS (BA/BS with a major in a relevant discipline (e.g. Business Administration, Economics, Procurement, Engineering, Commerce, Law; etc.).
    • At least 2 years of relevant professional experience in public or private procurement management
    • Fluency in Tongan and English
    • Applicants must have legal right to work in Tonga at the time of application.

Relevant experience demonstrating the candidate’s analytical skills, including the ability to independently provide well researched analyses of key procurement issues and problems. 30 points
