Program Overview 

Abt Associates is supporting the Ministry of Health to implement the ADB-funded Systems Strengthening for Effective Coverage of New Vaccines in the Pacific project. The project is introducing three new vaccines: HPV vaccine to prevent cervical cancer caused by human papillomavirus (HPV), Pneumococcal Conjugate Vaccine (PCV) to prevent pneumonia and other diseases caused by the pneumococcal bacteria, and RV vaccine to prevent diarrhoea caused by rotavirus (RV). The Project has recently been expanded to include COVID-19 responses. 

The introduction of the three new vaccines into Tonga’s routine immunisation strategy is an important move in preventing disease and promoting health in the Tongan population, as well as supporting Tonga’s public health response to the COVID-19 global pandemic. The position will be located within the Ministry of Health, working closely with counterparts in the Ministry of Health, Ministry of Finance, and UNICEF/WHO

About the Opportunities 

Abt has three opportunities available for a Gender and Social Inclusion Officer (GESI), Monitoring, Evaluation, Research & Learning (MERL) Officer and Project Officer in the Integrated Project Management (IPM) team in Tonga. The positions are available for an immediate start through to November 2023, with a likely extension to 2025. The positions will be locally employed; therefore applicants must have working rights in Tonga. 

Opportunity Details 

• Gender and Social Inclusion Officer (GESI

The GESI Officer, will be responsible for supporting government in meeting the targets of the Gender Action Plan (GAP) for the Systems Strengthening for Effective Coverage of New Vaccines in the Pacific project. The position will work closely with the IPM GESI Specialist, IPM Public Health Officer, IPM Public Health Specialist and key Ministry of Health and other government counterparts. 

• Monitoring, Evaluation, Research & Learning Officer (MERL

The MERL Officer will support the MOH’s immunisation (EPI) program and the data management unit to strengthen and improve data management and reporting tools for the new vaccines, routine immunisation and the COVID-19 vaccines implementation. The position will work closely with the IPM MERL Specialist, IPM Public Health Officer, IPM Public Health Specialist and key Ministry of Health counterparts to support MOH’s ongoing efforts for collating, analysis and sharing of data and development of progress update reports. 

• Project Officer 

The Project Officer is responsible for supporting all administrative aspects of implementation of the project in administration, logistics, reporting and compliance. The position will work closely with the IPM national and international staff and key Ministry of Health and Ministry of Finance counterparts. 

Key Requirements 

Gender and Social Inclusion Officer (GESI

  • At least 5 years’ experience in gender/disability/social work 
  • Experience in leading activities or programs in GEDSI 
  • Ability to communicate and write well in English and Tongan 
  • Experience in the health system or Government 
  • Experience in training or capacity building is an advantage 

Monitoring, Evaluation, Research & Learning Officer (MERL

  • 5 years’ experience in monitoring and evaluation 
  • Experience in leading activities or programs in M&E 
  • Ability to communicate and write well in English and Tongan 
  • Experience in the health system or government 
  • Experience in training or capacity building is an advantage 

Project Officer 

  • Valid driver’s license and ability to drive 
  • Competent in using the Microsoft Office suite of programs 
  • Experience in supporting administration and logistics is an advantage 
  • Ability to communicate and write well in Tongan and English 
  • High school certificate with 2+ years’ of work experience; certificate in office administration, logistics, or related field will be an advantage
