Title:  Finance Manager

Job Purpose:

Responsible for the financial health of the Retirement Scheme of the Fund through the development, implementation and monitoring of all financial, accounting and employer administration strategies, policies, procedures and services for the Fund. Also, responsible for the overall administration of the Social Welfare Scheme not only in Tongatapu but in the outer islands as well.

Salary Scale: $47,250 - $63,000 (starting salary rate depends on qualifications and relevant working experiences).

Key Responsibilities and Accountabilities:

  1. Provides advice to the Chief Executive Officer, Board and Committees on control, accounting, financial and retirement contribution issues, as well as legislative compliance and risk changes in these areas;
  2. Responsible for the preparation of the annual budget for both the Retirement Scheme and the Social Welfare Scheme:
    1. Ensures that all assumptions and basis for preparation are properly and accurately maintained and that the estimate is justifiable;
    2. Ensures that the annual estimate is approved by the Board on time; and
    3. That adequate controls are in place for proper management of total expenditure and MER.
  3. Oversees the contribution management process from contribution receipt to distribution to members' accounts for the Retirement Scheme.
  4. Responsible for the development of appropriate financial models covering revenue and expenses, monitoring and reporting of actual performance against these models; for both Schemes.
  5. Cash Flow Management - ensures adequate planning for expected benefit payments and other expenditures for the Retirement Scheme.
  6. Oversees and verify monthly bank reconciliations and daily financial operations of both Schemes;
  7. Responsible for the preparation of all financial and related reports (monthly, semi-annually and annually) that fairly reflect the Fund's:
    1. Financial Position, Comprehensive Income and Expenses, Changes in Members' Benefits, and Cash flows - Retirement Scheme; and
    2. Financial Position, Comprehensive Income and Expenses, Changes in Members' Funds, and Cash Flows - Social Welfare Scheme.
  8. Responsible for the overall administration of the Social Welfare Scheme;
  9. Chairs the Asset Management Committee and oversees and verify the preparation of the Fund's Asset Register;
  10. Provides secretarial services to the Board and the Finance, Audit & Compliance Committee;

Knowledge, Skills & Abilities:

  1. Excellent interpersonal skills;
  2. Sound computer literacy;
  3. Excellent communication skills in both English and Tongan and in both writing and verbal;
  4. Excellent organisational skills with the ability to work under pressure, prioritise work, and meet deadlines;
  5. Strong attention to details and problem-solving skills;
  6. Very good negotiation skills and ability to influence others.

Minimal Qualification

  • PhD plus 2 years working experience in a similar or relevant role; or
  • Master degree plus 4 years in a similar or relevant role; or
  • Postgraduate diploma or bachelor degree with honors plus 6 years working experience in a similar or relevant role.
  • Qualifications acceptable for this role must be in Accounting, Commerce, Economics or Business; from a TNQAB accredited tertiary institution.

Title: Superannuation Officer Grade 2

Job Purpose:

To assist the Accountant and the Finance Manager in ensuring that the Contribution and other Board Revenue received are accurate and complete through timely recording, deposits and reporting of Contribution (and Other Board Revenue) for the Retirement Scheme and Other Revenues for the Social Welfare Scheme.

Salary Scale: $15,225 - $18,900 (starting salary rate depends on qualifications and relevant working experiences).

Key Responsibilities and Accountabilities:

  1. Ensures that all contribution revenue (and other Board revenue) are received on a timely basis, receipted accurately, and paid into the bank daily; for the Retirement Scheme.
  2. Ensures that all other revenues for the Social Welfare Scheme are received on a timely basis, receipted accurately, and paid into the bank on time; for the Social Welfare Scheme.
  3. Ensures that the Investment Division has confirmed all interests received on investments so that interests on investments are completely and accurately accounted for; in the Retirement Scheme.
  4. Ensures that all 'reimbursements' are properly authorized before receipting; in both Schemes.
  5. Ensures that all 'banking' are independently verified before receipting; for the Retirement Scheme.
  6. Ensures that all altered/cancelled receipts are reported to the supervisor before filing; for both Schemes.
  7. Daily posting of retirement contributions into the FMS system;
  8. Prepares revenue reports on a monthly basis and have them reported to the supervisor on time;
  9. Proper filing of contribution schedule templates (CSTs) and receipts;
  10. Responsible for the preparation of the Retirement Contribution Receivables on a timely basis in order to maintain an up-to-date record of arrears on retirement contributions.

Knowledge, Skills & Abilities:

  1. Good interpersonal skills;
  2. Appropriate level of computer skills in a range of applications including Microsoft Word and Excel;
  3. Good communication skills in both English and Tongan and in both writing and verbal;
  4. Good organisational skills with the ability to work under pressure, prioritise work, and meet deadlines;
  5. Good attention to details;
  6. Honest and reliable and willing to take directions.

Minimal Qualification

  • Diploma Level 5/ 6 TNQAB framework in relevant field; or
  • Certificate level 4 plus 2 years working experience in a similar or relevant role; or
  • Form 7 plus 4 years working experience in  a similar or relevant role.
  • Qualifications acceptable for this role must be in Accounting, Commerce, Economics or Business; from a TNQAB accredited tertiary institution.
