Call for Nominations: Expressions of Interest

National Spatial Planning Advisory Committee

The new National Spatial Planning Advisory Committee (NSPAC), was established by the National Spatial Planning and Management Act 2012, of the legislature of the King and the Legislative Assembly of Tonga to advise the Hon. National Spatial Planning Authority on all planning matters.

SUMMARY:

The National Spatial Planning Authority seeks qualified candidates for the National Spatial Planning Advisory Committee for all national planning matters in Tonga.

According to Part II Section 3 Subsection 2 of the National Spatial Planning and Management Act 2012;

  1. -
  2. “There shall be an Advisory Committee consisting of the Estate Holder and Member of the Legislative Assembly relevant to the Plan, and of no more than eight members appointed by Cabinet to advise the Authority on any planning matters referred to it by the Authority”.
  3. “The Chairman of the Advisory Committee shall be a person with appropriate qualifications and experience on spatial planning matters”.
  4. “The Membership of the Advisory Committee shall be for a term of three years, and any member may be reappointed”.
  5.  “Members of the Advisory Committee may be remunerated according to Government Policy”.

SUPPLEMENTARY INFORMATION:

The NSPAC is a full-time advisory group, which is statutorily mandated by the National Spatial Planning and Management Act 2012. The Act provides a framework for planning the use, development, management and protect of land in Kingdom in the public interest and for related purposes. The NSPAC provides independent expert advice on all matters related to planning in the Kingdom of Tonga.

Of primary importance are as follows:

  1. provide for the fair, orderly, economic and sustainable use, development and management of land including the protection of natural and man-made resources and the maintenance of ecological processes and genetic diversity;
  2. enable land use and development planning and policy to be integrated with environmental, social, cultural, economic, conservation and resources management policies at national, regional, district, village and site specific levels;
  3. create an appropriate urban structure and form for all development of the Kingdom so as to provide equitable and orderly access to transportation, recreational, employment and other opportunities;
  4. secure a pleasant, efficient and safe working, living and recreational environmental for people in the Kingdom.
  5. protect public utilities and other assets and enable the orderly provision and co-ordination of public utilities and other facilities for the benefit of the community;
  6. balance the present and future interests of all persons; and
  7. provide increased opportunity for public participation in planning and assessment.

Criteria used to evaluate candidates include education and experience, demonstrated skills in planning matters, the ability to solve complex technical problems, and the ability to work collegially on a board, panel, or committee. The National Spatial Planning Authority, in selecting its Committee members, considers the need for a specific expertise to accomplish the work expected to be before the NSPAC. The NSPAC Committee members are appointed for three-year terms. The Authority looks to fill four vacancies as a result of this request. For this position, a candidate must have at least 7 years of broad experience in one or more of the following areas:

  • Business Organizations
  • Clergy Organizations
  • Non-Government Organizations
  • Professional Associations

Candidates with pertinent graduate level experience will be given additional consideration. Consistent with the requirements of the National Spatial Planning and Management Act 2012, the Authority seeks candidates with diverse backgrounds, so that the membership on the Advisory Committee is fairly balanced in terms of the points of view represented and functions to be performed by the Advisory Committee. Candidates will undergo a thorough background check to obtain the clearance that is mandatory for all advisory committee members. The due diligent background checks will involve the completion and submission of paperwork to the National Spatial Planning Authority and Cabinet for endorsement of membership.

A résumé describing the educational and professional background of the candidate, including any special accomplishments, publications, and professional references should be provided. Candidates should provide their current address, telephone number, and email address. All candidates will receive careful consideration. Candidates must be citizens of the Kingdom of Tonga and be able to devote approximately 3 to 4 days to Committee business; members of the advisory committee may be remunerated according to government policy.
