The Government of Tonga has secured financing from the World Bank toward the cost of the Tongafish Pathway Project or Halafononga ki ha Ngatai Tu’uloa – Pathway to Sustainable Oceans Project. The project development objective is to “improve management of selected fisheries and aquaculture in Tonga.
The Ministries of Fisheries is the Implementing Agency for the Tongafish Pathway Project - or Halafononga ki ha Ngatai Tu’uloa – Pathway to Sustainable Oceans Project and is responsible for the achievement of the Project Development Objective and the implementing of works and securing services and goods in order to effectively and efficiently implement the Project.
The Ministry of Fisheries on behalf of the Government of Tonga intends to apply part of the proceeds to contracting of staff for the Project Management Unit (PMU). The PMU is part of the operational structure of the Ministry and is responsible for the implementation of the Project’s plans and activities and reporting to the Ministry.
The Ministry of Fisheries now seeks services of a Project Coordinator who will be responsible for the overall management of the PMU and implementation of Tongafish Pathway Project and help Ministry of Fisheries deliver the Project Development Objectives. It is anticipated the Consultant will commence in March 2020 with a period of 3 years with a possible 12 months extension, on a full-time basis. The consultant is expected to undertake the role in Tonga and only applicants who have the right to live and work in Tonga are eligible to apply for this role. Only shortlisted applicants will be replied to.
Tongafish Pathway Project now invites eligible consultants (“Consultants”) to indicate their interest in providing the Service by providing a Curriculum Vitae (CV) demonstrating that they have required qualification and relevant experience stated in the TOR.
Civil Servants are not eligible to apply in reference to World Bank paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 (“the Regulations”).
The Consultant will be selected in accordance with Paragraph 7.36 to 7.37 of the Procurement Regulations.
Selection will be competitive and merit based. All applicants will be required to submit a conflict of interest declaration.

The successful applicant will be on a 6-month probationary period. Salary will be based on qualifications and experience not exceeding a contract ceiling of TOP 76,000 per annum inclusive tax and retirement fund.
