The Government of Tonga’s strategic vision for the future delivery of public services is aimed at streamlining its organizational platform to better deliver more efficient and effective public services for the people of Tonga. To help achieve this aim, the Government of Tonga seeks to appoint one (1) Part time Chairman, one (1) Part time Commissioner, and one (1) CEO for the Public Service Commission.

The Public Service Commission acts as the adviser to Government and the Hon Prime Minister on the management of the Public Service. The Commission, under the guidance of an appointed Chairman, ensures that the Service is managed effectively through the application of appropriate guidelines, frameworks, policies and standards. The Commission is further responsible for providing oversight over Government’s Public Sector Reform Programs. It plays a critical role in ensuring that Chief Executive Officers successfully articulate these management tools designed to guarantee that the Service operates in a transparent, consistent and robust manner. In achieving its outcomes, the Commission oversees the thirteen (13) Ministries and seven (7) Agencies comprising the reformed Tongan Public Service.

1.  One (1) Part time Chairman position

Accountabilities

The Part time Chairman will be responsible to the Prime Minister in performing the Public Service Commission mandates in accordance with the Public Service Act.

Specifically, the purpose of the role is to:

The Chairman is responsible to the Prime Minister for the following:

  • Advise the Prime Minister on a regular basis regarding the performance of the Public Service;
  • Be responsible for the efficient and effective operation of the Commission;
  • And any other such functions as are imposed by or under the Public Service (Amendment) Act 2010.

Experience and Qualification

A Tertiary educational qualification relevant to the position with more than ten years of relevant leadership and executive management experience in the Public and Private Sector. Demonstrated ability to manage and navigate political economy and has contemporary and visionary appreciation of public service reforms and best practices.  The role requires high level of communications, prudence, engagement and experience in the protocols of government and in the objective management of political relationships.

2.  One (1) Part time Commissioner position

Accountabilities

The Part time Commissioner will be responsible to the Chairman of the Public Service Commission in performing the Public Service Commission mandates in accordance with the Public Service Act.

Specifically, the purpose of the role is to:

The Commissioner is responsible to the Chairman of the Public Service Commission for the following;

  • Active promotion of the leadership code, principles and values of the Public Service;
  • Strategic and policy advice to the Chairman on a regular basis regarding the performance of the Public Service;
  • Assist in the management of employment related matters especially employment disputes and grievances;
  • And any other such functions as are imposed by or under the Public Service (Amendment) Act 2010.

Experience and Qualification

  • A Tertiary educational qualification relevant to the position with demonstrated leadership and executive management experience in the Public Sector and/or the Private Sector; AND
  • Proven expertise in strategic Human Resource management at the executive level, and in the development of Legal and Policy frameworks for the public and/or private sector.

3.  Chief Executive Officer of the Public Service Commission

The Government of Tonga’s strategic vision for the future delivery of public services is aimed at streamlining its organizational platform to better deliver more efficient and effective public services for the people of Tonga.  To help achieve this aim, the Government of Tonga seeks to appoint a Chief Executive Officer for the Office of the Public Service Commission.

Applications are welcomed from individuals who possess outstanding strategic thinking capacity, demonstrated leadership capability and superior management skills. Government CEOs are integral in supporting a productive and sustainable Public Service as Tonga continues its path towards constitutional reform. The CEO role is particularly suited to individuals who are commercially focused, skilled in supporting innovation and providing direction to substantial change management initiatives at the policy, systems and process levels.

The roles will work closely with their responsible Minister and central agencies, not only as Chief Executive Officer, but also in defining and developing major organizational reforms aimed at optimizing the return on Government’s investment in services and programs. High orders of communication, negotiation and influencing skills are essential, as is a demonstrated track record of effective resource management.

Essential skills required of the advertised CEO roles will be to:

  • Provide the Minister with high quality policy and program development advice;
  • Drive strategic planning and resource management accountabilities;
  • Provide executive direction to professional, technical and operational teams;
  • Identify improvements in service delivery and efficiencies in cost to government;
  • Lead implementation of organizational & system changes to improve productivity;
  • Model cross-Ministry and whole of government collaboration to ensure high standards of communication and customer service.

Term of appointment: Contract term of up to four (4) years.

Remuneration: Based on the Government of Tonga, CEO Remuneration package.

Accountabilities

The Chief Executive Officer (CEO) is responsible to the Chairman for implementing Commission policies and decisions, and for managing the administrative, operational and broader functions and activities of the Office of the Public Service Commission. The role will also be responsible to the Public Service Commission for developing and leading programs to continually improve the effectiveness and efficiency of service delivery outcomes and to comply with the Accountability and Functions of CEOs as outlined in Sections 13A and 13B of the Public Service Act 2010 (as amended).

Specifically, the purpose of the role is to:

  • Provide executive leadership and direction to professional and administrative staff in the delivery of a broad range of whole of government programs and services, ensuring development of a strong client-centered focus.
  • Provide appropriate strategic policy advice to the Commissioners, Ministers and CEOs across the Public Service.
  • Lead establishment and implementation of effective frameworks and systems to underpin development of workforce capability.

Experience and Qualification

  • Relevant postgraduate (Level 8 TNQAB framework: (postgraduate Diploma/BA with honours + 10) (MA + 6) (PHD + 4) qualification + senior leadership experience.
  • Relevant degree + senior leadership experience in complex organisations, preferably in Government or regional or international agencies.
  • Relevant specialist qualification + 10 years’ in a similar role.

Current TPS employee with 10 years’ experience in a similar role (meeting other core competency and experience requirements specified in the job description + PMS scores of 3 or above for the past 2 consecutive years).
