1.  

The Tonga Power Limited and Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications has applied for financing from the Asian Development Bank (ADB), and Green Climate Fund (GCF) toward the cost of the Tonga Renewable Energy Project. Part of this financing will be used for payments under the contract named above. Procurement rules and procedures of ADB will govern the bidding process. Bidding is open to all Bidders without nationality restriction.

Tonga Power Limited and Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (“the Employers”) invite sealed bids from eligible Bidders for the design, construction, installation, and integration of Solar PV and battery power systems (“the Facilities”) of the outer islands of Tonga in two (2) lots as shown below: 

LOT 1: 

  • To supply a Solar PV system and a Battery Energy Storage System (BESS) to supplement the existing power supply on the islands of Eua and Vava’u. A 350 kWDC/300 kWAC ground mount solar PV array and 400 kW / 900 kWh BESS is required on ‘Eau, and a 300 kWDC/250 kWAC ground mount solar PV array and 900 kW / 450 kWh BESS is required on Vava’u. Both BESS must be able to operate in grid forming mode. Integration with the existing power systems is also required. On Vava’u, this requires connection to the existing spare circuit breaker on the power station main switchboard. On ‘Eua, this requires installation of a new containerized switchboard and reconnection of existing generation to the new switchboard. 

LOT 2: 

  • To supply five independent power systems to the islands of O’ua, Tungua, Kotu, and Mo’unga’one in the Ha’apai group and Niuafo’ou in the Niua’s group, one for each island, to create independent minigrids. 

Each power system shall consist of a village level solar PV array and battery energy storage system (BESS), and a distribution system and customer connections. There is no current centralized power supply on these islands. The power systems are required provide power 24 hour per day 7 day per week meeting the estimated island demand, which averages between 9 kW and 51 kW. 

Bids are being invited for individual lots or for a combination of lots.

International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to the Bidders using universal procurement, as described in the bidding documents. 

For Lot 1 (TPL) only bidders with the following key qualifications should participate in this bidding: 

  1. Minimum average annual turnover of: US$8.2M 
  2. Minimum financial resources of: US$1.1M 
  3. Participation in at least one contract that has been successfully or substantially completed within the last 5 years and that are similar to the proposed contract, where the value of the Bidder’s participation exceeds: US$4.1M 

For Lot 2 (MEIDECC) only bidders with the following key qualifications should participate in this bidding: 

  1. Minimum average annual turnover of: US$17.5M 
  2. Minimum financial resources of: US$2.2M 
  3. Participation in at least one contract that has been successfully or substantially completed within the last 5 years and that are similar to the proposed contract, where the value of the Bidder’s participation exceeds: US$8.8M 

For Lot 1 and Lot 2 (TPL & MEIDECC) Only bidders with the following key qualifications should participate in this bidding: 

  1. Minimum average annual turnover of: US$25.6M 
  2. Minimum financial resources of: US$3.2M 
  3. Participation in at least one contract that has been successfully or substantially completed within the last 5 years and that are similar to the proposed contract, where the value of the Bidder’s participation exceeds: US$12.8M

6.  

A pre-bid meeting will be held at the TPL head office, on Tuesday, 20th of August, 2019, at 11:00 am. This will be followed directly by a site visit to ‘Eua and Vava’u (due to complex logistics, the Employer will not arrange a site visit to the other islands, however, bidders may wish to make such arrangements themselves). Non-Attendance will not be cause for disqualification.

Bids will be opened immediately after the deadline for bid submission in the presence of the Bidders’ representatives who choose to attend. Late bids will be rejected.
