The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds toward payments under the contract for Construction of a Headquarter Building for Tonga Meteorological Service (TMS) and National Emergency Management Office (NEMO) at MATAKI’EUA, TAUFA’AHAU RD, TONGATAPU ISLAND.
The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites sealed Bids from eligible Bidders for the construction of a new facility for TMS and NEMO headquarters. This is to be a 3-level concrete masonry building, with concrete structure throughout, with a steel framed roof clad in profile metal. This new facility is located on a green field site in Mataki’eua, Nuku’alofa, in Tonga. It is anticipated that the construction period will be for a duration of 14 months.
Bidding will be conducted through International Competitive Procurement as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, revised in November 2017 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from Lilika Fifita (Procurement Officer) or Maliu Takai (PREP Project Manager) Project Management Unit, PacificResilience Project (PREP, MEIDECC), Telephone (676) 23-160 and inspect the bidding document during office hours 8:30 am – 5:00pm at the address given below.
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of TOP 500.00. The method of payment will be Bank Cheque written to Government of Tonga. The document will be sent by courier or paper copies for collection.
The Bidding documents shall consist of the following;

- Volume III: Drawings
- Volume IV: Supplementary Information
Bids must be delivered to the address below on or before Tuesday, 7th May 2019. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Tuesday, 7th May 2019.
All Bids must be accompanied by a Bid-Security of USD 100,000 (One Hundred Thousand United States Dollars) or equivalent.
