Supervision of Safety Improvement Works in Niuatoputapu Pasivulangi Port

The Government of Tonga has applied for financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project (TCRTP) and intends to apply part of the proceeds for consulting services to fund payments under the Contract for Consulting Services for Supervision of Safety Improvement Works in Niuatoputapu Pasivulangi Port.

The Ministry of Infrastructure (MOI) is currently implementing the TCRTP, at its preparatory phase, and it is expected that it will be effective in early 2019. The Project focuses on the three key sectors of the MOI: aviation, maritime, and land transport. The Project covers roadworks in Tongatapu, Vava’u, Ha’apai and ‘Eua and maritime safety works on the ports in ‘Eua and the Niuas. It covers also maintenance works on the Ha’apai Airport runway and obstacle limitation survey on the ‘Eua Airport. There are also transport sector studies and assessments.

The MOI, the Implementing Agency for the TCRTP, now invites Expressions of Interest (EOI) from qualified Consultants (firms), including information on your experience and competence relevant to the following services to be provided:

Scope of work: The main objective of the assignment is to provide the supervision of the maritime safety works on the port in Niuatoputapu. The works are expected to commence in April 2019 and includes concrete works on void areas, replacement of bollards and fenders, repair and construction of new pavements, repair embankment and revetment, repairs passenger facilities etc.

Interested firms should fulfill the following qualification criteria:

  • At least 10 years in the business of design and supervision, including port or wharf structures.
  • At least 3 similar assignments in the last five years, with detailed description of the services
  • Qualified personnel as per TOR to carry out the assignment
  • Experience of work in small islands countries

The Consultant will be selected based on “Selection Based on Consultant’ Qualifications” (CQS) in accordance with the “Procurement Regulations for IPF Borrowers” which can be accessed at Consultants are encouraged to get familiar with the intended selection method before submitting responses to the REOI.
