A substantial tobacco smuggling operation from Tonga to New Zealand, that allegedly amounted to around $1.8 million in evaded tobacco excise, was intercepted in an investigation by New Zealand Customs.

New York Times reporting: New Zealand unveiled a plan Thursday to eventually ban all sales of cigarettes in the country, a decades-long effort unique in the world to prevent young people from taking up smoking. The proposal, expected to become law next year, would raise the smoking age year by year until it covers the entire population

Over 20% of smokers in Tonga have shifted to consuming the local hand-rolled tobacco, tapaka Tonga, because it is not taxed and cheaper, following a tax increase on manufactured cigarettes, according to a new study by the World Bank.

We also know that tobacco companies have consistently lied about how much damage their products cause. The WHO Protocol to Eliminate the Illicit Trade in Tobacco Products aims to prevent illicit trade, such as smuggling. While 33 countries and the European Union have signed the protocol, it needs the support of seven more governments before it can enter into force.

Unhealthy people who become sick from eating the wrong foods are placing a huge economic burden on the government’s health systems, while 99% of adult Tongans currently remain at risk from so-called “lifestyle diseases”. Now a new government strategy will place the emphasis on young people, to give them a healthy start to life - but starting with the young means starting before babies are born.

Tonga's government has imposed new Duties on unhealthy foods along with higher Excise Tax Rates on tobacco products, and slashed tobacco concessions for arriving passengers by half, in an effort to encourage “healthy living”.
