Illegal wine at $10 not fair to legitimate importers [1]

In response to Tom Fowler's letter suggesting the wine seized by Tonga Customs could be sold rather than destroyed. The figure of ten pa'anga a bottle is suggested.
What happens to those legitimate importers who bring in identical wine which has a landed cost in Tonga of 15 pa'anga per bottle? If the same product is available at auction for 10 pa'anga those imported legitimately are simply going to sit unsold on the store shelves. Not very fair to honest traders, eh?
